Madison Metro is in the process of redesigning all of their bus routes with plans to move
to the new system in the summer of 2023. Among other things, one of the proposed
changes will mean that riders will no longer be required to stop at the existing transfer
points as they do now.
Early this year, Metro approached Monona with a proposal to provide bus service to
Monona. It would replace the current Monona Lift and Express services which are very
limited. The Metro proposal would provide for more service during the day and on
weekends and mean that riders could get to most of the Madison Metro area, something
they cannot do with the current service.
The Monona Transit Commission has held three public information meetings about it and has been receiving a lot of input from residents. The Commission is still gathering information and plans to produce a survey to solicit additional input regarding the proposal which will most likely be released in December.

2023 Capital Budget Approved
|
On October 17, the City Council approved Mayor O’Connor’s proposed 2023 capital budget which includes a 5-year capital improvement plan (CIP). Other than the 2023 capital budget, the remainder of the 5-year CIP is basically a forecast of capital spending projects slated for 2024-2027. The city is continuing to hold the line on capital borrowing as it has for the past several years in anticipation of the upcoming Public Safety Building project. Due to that, the city is now using 48% of its total potential debt capacity.
In 2023, as is typically the case, borrowing will fall heavily in the public works area with several road projects and equipment purchases. Funded projects include Monona’s portion of Madison’s Atwood Avenue project; engineering for a major 2024 street project; LED streetlights; Public Works plow truck and spreader; a small remodel of the Community Center to make it more functional for both Senior and Recreation Department programs; Police Department squad truck; Fire Department brush truck; and replacement of the Winnequah Park pedestrian/bicycle path.

Curbside Leaf Collection Continues

Monona’s tree canopy is almost done shedding its leaves. The City’s crews will continue performing curbside leaf collection until we have significant snow, which accumulates and does not melt (generally in December). Please try to keep all your leaves behind the curb and out of the street until Monona’s Public Works leaf trucks can collect them. Please do not place leaf piles near obstructions like mailboxes, landscaping, parked vehicles, trees, fences, etc. Please keep branches out of the leaf piles, brush does not get picked up by the vac trucks and can cause damage to them making leaf pickup take longer.
If all Monona residents keep branches out of leaf piles and maintain their leaf piles behind the curb, off the street, and away from obstructions, it will not only benefit lake water quality, but will also make operations for picking up leaves much faster. Other options are to mulch your leaves and compost them to use in your landscaping and gardens. This is probably the best use of leaves and is a surefire way to keep phosphorus from leaching into Lake Monona. Please contact Brad Bruun, Monona Public Works Program Manager for more information.

Property tax bills will be mailed in early December. The first installment of your property taxes must be paid by January 31, 2023 and can be paid in person, mailed, or dropped in the drop box at City Hall. Click here to find more information on paying your property taxes.

Road Construction Updates
|
Copps Avenue Bridge Dredging Project
- Both sides of the bridge have been dredged of up to 2.5’ of sediment that has accumulated underneath
- Restoration of the banks alongside the bridge being completed this week
- City crews to come back in and seed and perform final restoration along banks on either side of the bridge
South Winnequah Road Reconstruction
- Patching of sidewalks in locations where utility poles were still standing is happening this week
- Restoration along sidewalk/behind curb being finished up in remaining locations
- Some utility poles between Owen Rd. and Frost Woods Rd. are still in the way of completing the sidewalk and restoration. City is waiting on communication lines to be removed from old poles and poles to be pulled before finishing final sections.
- Some manholes are being adjusted to meet City’s requirements and temporary closures or lane reductions will occur through 11/18/22
- Retaining walls are tentatively scheduled to be completed in sections that no longer have utility poles in the way by the end of November.

Message from the Fire Department

October and November are big months of change here in Wisconsin! Temperatures start to drop, rain and snow make their way back in, and daylight shortens. One of the biggest visual indicators of this change is all of our millions of leaves changing colors and dropping. While they are beautiful, and we all may have memories of piles of leaves in our backyard to play in, one thing is not the same as where or when you may have grown up.
In the City of Monona, burning of leaves is not allowed at any time. City ordinance allows for the burning of clean, dry wood in an established fire pit or outdoor fireplace only.
So, your Monona Fire Department wants to gently remind all of our citizens that we will get called, and you will be required to put it out, if you are burning brush or leaves. Then, you have a soggy, messy bunch of half-burnt leaves and brush to deal with. Nobody wants THAT headache. If you have any questions about what you can burn, or how to safely have a fire in your backyard, please reach out and ask the question.

Santa Clause and his sleigh will be on the back porch of the historic Dean House, 4718 Monona Drive on Sunday, December 11th starting at about 2 pm. You may take photographs and place your request for gifts you would like him to bring to your house on Christmas Eve.
The Victorian house museum, decorated for the holidays, will be open from 1-4 pm on that day with docents offering tours. There will also be singing around the old pump organ and refreshments will be served.
A free-will donation to support the Historic Blooming Grove Historical Society and the Dean House is requested. No reservations are required.
