As our high season winds down, we’re proud of the energy and engagement we saw at NABOR®. April brought a full slate of education — from Psychology of Real Estate to Working with Luxury Customers, along with several well‑attended AI courses that we’ll continue offering to support your business. Our Country Club Expo was another highlight, featuring fourteen clubs sharing insights and opportunities with our members.


This month, our Global Business Committee is hosting the Festival of Countries on May 7— a chance to enjoy international cuisine, connect with peers, and learn from those active in global real estate. We’re also offering classes on Short Sale Essentials, Navigating the VA Loan Process, and an expanded lineup of Spanish‑language courses to support our diverse membership. HOME SALES IN MARCH HIGHLIGHT MARKET STRENGTH

Naples, Fla. (April 24, 2026) – Brisk pending and closed sales activity in the Naples housing market during March (+15 percent and +26.7 percent, respectively) signal improved market conditions and confidence. Sellers who priced properties competitively for today’s market or were open to negotiation –

especially in the condominium market – enjoyed swift sales in March. Broker analysts reviewing the March 2026 Market Report by the Naples Area Board of REALTORS® (NABOR®), which tracks home listings and sales within Collier County (excluding Marco Island), are confident price corrections that began last summer helped to accelerate the market’s momentum during Q1 2026 and anticipate strong home sales into Q2.

FINCEN RESIDENTIAL REAL ESTATE RULE ON HOLD:

WHAT FLORIDA REALTORS® NEED TO KNOW NOW

A significant development at the federal level is reshaping the immediate compliance landscape for residential real estate professionals. On March 19, 2026, a federal district court in Texas vacated the Financial Crimes Enforcement Network’s (FinCEN) Residential Real Estate Anti-Money Laundering (AML) Rule. The court determined that FinCEN exceeded its statutory authority under the Bank Secrecy Act (BSA) and violated the Administrative Procedure Act (APA). As a result, the rule has been set aside—at least for now.


FinCEN has since issued a clear statement: “In light of a federal court decision, reporting persons are not currently required to file real estate reports with FinCEN and are not subject to liability if they fail to do so while the order remains in force.”

THE VALUE OF BUYER BROKER AGREEMENTS IN A POST-SETTLEMENT REAL ESTATE LANDSCAPE

Every buyer agent in Florida is now required to have a written Buyer Broker Agreement (“BBA”) in place before showing property. The concept of a written agreement between a buyer and their agent is not new; however, the requirement that every buyer’s agent have one in place before showings is, especially in Florida. And while it is easy to view this as one more compliance obligation, a well-handled BBA is actually one of the most effective tools available for earning a client’s trust before the first showing even happens.


What separates the agents thriving under these requirements from the ones still fumbling through the conversation is not the form itself. It is whether they understand what they are presenting, can walk a buyer through it with confidence, and can clearly articulate what they do, what it costs, and why it is worth it. This article covers what changed, the forms available to help you comply, and how to use them in a way that sets you apart.

PROPERLY TERMINATING A NABOR® CONTRACT

While the purpose of this article is to focus on how to properly terminate the NABOR® Sales Contract, it is important to remember that, at the outset of a signed contract, the seller wanted to sell, and the buyer wanted to buy. Therefore, unless there are circumstances beyond one of the party’s control, on many occasions, there may be the opportunity for the parties to negotiate a settlement of the issues to keep the contract together and have a successful closing as the outcome.

NEW FAIR HOUSING TRAINING REQUIREMENT


REALTORS® are required to complete Fair Housing / Anti-Bias Training upon becoming a member, and every 3 years thereafter, coinciding with the Code of Ethics training timeline. This requirement is in addition to the Code of Ethics training. Qualified training must be no less than 2 hours of instructional time. The training must meet specific learning objectives and criteria established by the National Association of REALTORS®. This requirement began January 1, 2025 with a deadline of December 31, 2027.

Make the Most of May at NABOR®


Dear NABOR® Members,


May is a great time to refocus, recharge, and take advantage of the many resources available to you through your association. As the pace of the season shifts, NABOR® continues to provide education, market insight, advocacy, technology tools, and networking opportunities designed to help you serve your customers and grow your business.


This month, we encourage members to review the NABOR® calendar and register early for upcoming classes and events. A few May highlights include:


On May 5, Short Sale Essentials via Zoom, a four-hour Specialty CE course designed to help REALTORS® better understand the short sale process and reduce risk in those transactions.


On May 6, AI for the Real Estate Life will offer an in-person look at practical tools including AI, Canva, and RPR to help REALTORS® improve marketing, productivity, and client service.


On May 7, Conflict Resolution for REALTORS® will provide three hours of Specialty CE focused on communication, professionalism, and resolving difficult situations effectively.


Members should also watch for the next NABOR® Market Report, scheduled for release on May 22. Our market statistics remain one of the most valuable tools we provide to members, the media, and the public. They help tell the story of the Naples area real estate market with credible local data and give you information you can share confidently with buyers, sellers, and community leaders.

BOARD OF DIRECTORS MOTIONS


MOTION: Made, seconded and carried that the Board of Directors of the Naples Area Board of REALTORS® and Association of Real Estate Professionals, Inc. (NABOR®) that President Christine Citrano appoint 2024 President PJ Smith as Chairman of the 2026 Nominating Committee and present the names of potential Nominating Committee members at the May 21, 2026, Board of Director’s meeting for the Board of Directors approval. If past president PJ Smith is unable to accept the position as Chairman of the 2026 Nominating Committee, President Citrano is authorized to appoint the Chairman based on the NABOR Bylaws, Article XIII. Section 2 (a) (4).


MOTION: Made, seconded and carried that the Membership Committee recommends to the Board of Directors of the Naples Area Board of REALTORS® and Association of Real Estate Professionals, Inc. (NABOR®) approves removal the June New Member Orientation for 2026.


MOTION: Made, seconded, and carried that the Magazine Committee recommends to the Board of Directors of the Naples Area Board of REALTORS® and Real Estate Professionals, Inc. (NABOR®) approves giving NABOR® Business Partners a 20% discount on advertising rates in the NABOR Magazine. Rationale: As an incentive to boost ad revenue.


MOTION: Made, seconded, and carried that the MLS Committee recommends that the Board of Directors of the Naples Area Board of REALTORS® and Real Estate Professionals, Inc. (NABOR®) approves to not allow on Resale listings, any alterations to the physical structure, layout or permanent features of the property, including but not limited to walls, doors, windows, rooflines, flooring, cabinetry, countertops, built-in fixtures, or mechanical, electrical and plumbing systems. Images that show the digital placement of furniture, art, window treatments, rugs, lighting fixtures, decorative accessories, and landscaping elements would be allowed. Referencing Article 12 SOP12-10 in the Code of Ethics.
