MARKET REPORT

NAPLES HOUSING MARKET: SUMMER SALES SURGE


The Naples housing market held steady during the summer, with inventory decreasing to pre-pandemic levels and an overall median closed price that showed strong value retention. According to the August 2025 Market Report by the Naples Area Board of REALTORS® (NABOR®), which tracks home listings and sales within Collier County (excluding Marco Island), closed sales increased 11 percent to 604 closed sales from 544 closed sales in August 2024. Inventory of homes declined month over month through the summer but increased 9.1 percent in August to 4,892 properties from 4,485 properties in August 2024

NEW LISTING OPTIONS AND NEW NABOR® FORM-OFFICE EXCLUSIVE OR DELAYED SYNDICATION

NAR has done it again. NAR changed the rules for MLS to allow new options. The options can be elected by sellers using NABOR® forms, but only if they use NABOR®’s new form “Addendum to Listing Contract Exempt or Delayed Marketing Election” or an alternative form that has been prepared by your Broker for the use of these new NAR rules.

 

Please know that the use of either option is subject to approval by your Broker. Please ensure that your Broker’s Policy will permit you to offer either option to your Seller.

NAVIGATING HURRICANE SEASON: FLOOD DISCLOSURES AND NABOR® CONTRACT ESSENTIALS

The appeal of living in Florida is undeniable, with sunshine, beaches and beautiful weather nearly year-round, but with the many benefits comes the certainty that hurricane season is an unavoidable reality. For Realtors®, this reality extends beyond person preparedness to professional responsibility. Hurricane season underscores the importance of ensuring buyers are fully informed about potential delays with respect to transactions and potential casualty to property. In the event of property damage, realtors and buyers should be aware of the statutory disclosure requirements with respect to flood damage. Florida’s statutory flood disclosure requirements mean that transparency is not only best practice but a legal obligation which helps buyers make informed decisions while also protecting agents and sellers from liability.

2025 LEGISLATIVE RECAP

The 2025 Legislative Session was one for the history books! Clocking in at 105 days (as opposed to the normal 60 day session), the 2025 Session was one of the longest in the State’s history. Almost 2,000 bills were filed in the 2025 regular Session and approximately 269 bills passed both houses. It appears Governor DeSantis vetoed a total of 10 of those bills. As part of its constitutional mandate, the Legislature approved a balance budget totaling $115.1 Billion.

 

Our prior legislative update focused on condominium related bills. The following are some key non-condominium related takeaways for NABOR® members. (Read more in the link.)

NEW DELAYED MARKETING EXEMPT LISTING (DMEL) POLICY

Office Exclusive - Will Need a New Disclosure Form after September 30

·        The property does not go in the MLS. 

·    You may use the NABOR® form or any form that meets the NAR Requirements. Check with your broker, they may have a brokerage form to use. 

·        The listing can not be publicly marketed in any way including with signs, email blasts, group texts or social media.

·        The listing can be shared with your office and through one-on-one conversations with colleagues.

·    Days on Market (DOM) does not count if the updated listing date is included in the agreement.

·        If a listing is publicly marketed, it is in violation of the Clear Cooperation Policy and a possible $500 fine/ban by Zillow.


Delayed Distribution (Marketing) - Will Need a New Disclosure Form after SEP 30

·        A listing goes in the MLS and a new field has been added in the MLS for Delayed Distribution (Marketing): (Yes/No).

·       You may use the NABOR® form or any form that meets the NAR requirements. Check with your broker; they may have a brokerage form to use. 

·    Public marketing can start as soon as the listing is active in the MLS.

·        A listing will not be distributed across the public portals such as Zillow, Redfin, Realtor.com, Brokerage/Agent websites etc.

·        A listing can only be delayed for seven days maximum. It will automatically be distributed on the eighth day.

·        A listing will be distributed through auto-emails of agents

·        The DOM will start counting when the listing is active.

·        Price changes will be part of the history of the property.

 

Property on the MLS but Not on the Internet Portals for Longer Than 7 Days

·        The property goes in the MLS and the field currently available in the MLS as “Listing on Internet” (Yes/No) would be set to "No". No maximum time is set on this field.

·    You may use the NABOR® form or any form that meets the NAR Requirements. Check with your broker, they may have a brokerage form to use. 

·     Public marketing can start as soon as the listing is active in the MLS.

·        The listing stays within the MLS.

·        The listing will be distributed through agent's auto-emails.

·        DOM will start counting when the listing is active.

·        Price changes will be part of the history of the property.

·        Seller can instruct you to release it at anytime. You must change the field to "Yes" for the listing to be distributed.

EVENTS

Contributions to RPAC are not deductible for federal income tax purposes. Contributions are voluntary and are used for political purposes. The amounts indicated are merely guidelines and you may contribute more or less than the suggested amounts. The National Association of REALTORS® and its state and local associations will not favor or disadvantage any member because of the amount contributed or a decision not to contribute. You may refuse to contribute without reprisal. Your contribution is split between National RPAC and the State PAC in your state. Contact your State Association or PAC for information about the percentages of your contribution provided to National RPAC and to the State PAC. The National RPAC portion is used to support federal candidates and is charged against your limits under 52 U.S.C. 30116. Contributions received from corporate entities shall be forwarded to the National Association of Realtors Political Advocacy Fund.
