NADTC Office Hours: "How Can I Assist You?" Reasonable Modification to Policy Considerations
Wednesday, July 27 | 2-3 PM EST | Virtual

NADTC's office hours are focused on enhancing training and technical assistance opportunities and offer further opportunities to interact with your peers, topic experts and NADTC staff.

In recognition of the Americans with Disability Act (ADA) Anniversary, this session is moderated by Ken Thompson, Technical Assistance Director at NADTC, and will provide an overview of the Reasonable Modification rule, under guidance of USDOT. This rule helps to clarify and guide providers to ensure people with disabilities have equal opportunities to use accessible transportation in their communities and without discrimination. A crucial element for providing quality accessible transportation is to have a clear and formalized process in place for handling reasonable modification requests by customers. This includes considerations for an interactive request process, determination if the request is reasonable and the importance of a clearly written policy to guide an agency in their decision making process.

47th Annual USAging Conference and Tradeshow

NADTC staff will hold its 10th Annual Mobility Fair at the upcoming USAging Annual Conference and Tradeshow July 10-13 in Austin, Texas. In addition to the variety of conference sessions featuring presentations from NADTC staff and transportation experts from across the country, NADTC will host a pre-conference intensive on July 10th that focuses on volunteer transportation, as well as, a post-conference forum on partnerships and practice in advancing transportation equity on July 13th.
 
Conference registration is required to attend the pre-conference intensive, and you must select this option upon registration. You do not have to be registered for the conference to attend the post-conference forum, but registration is required for this event. Blog: Out of Reach for Access to Care
Access to behavioral health services, including substance abuse treatment, is the focus of an innovative new program at Envida, located in Colorado Springs, Colorado. Prior to COVID-19, they launched this new service utilizing funding from a FTA funded Innovative Coordinated Access and Mobility (ICAM) grant. The pandemic proved that access to behavioral health, especially in rural areas, is incredibly vital and "Envida was in the right place at the right time."

NADTC’s June blog discusses the Five W’s of starting a behavioral health transportation program, and the incredible benefits it brings to improving healthcare access.
Post COVID-19 Report: Resiliency and Transformation

The NADTC Post COVID-19 Report: Resiliency and Transformation, is now available. This report reviews how human services organizations and transit providers reacted to the many challenges caused by the pandemic and highlights imaginative ways that both continued to serve their communities in a responsive and resilient manner.

NADTC Report Spotlight
Best Practices Compendium
NADTC continues to highlight one of the best practices featured in the Best Practices Compendium, all of which are based on the work of grant projects supported by NADTC, from 2017-2019.

This month’s Best Practice addresses, Travel Training, which in many communities provides older adults and people with disabilities with the knowledge and tools they need to travel more independently and with greater confidence. One former NADTC grantee, Area Agency on Aging 1-B in southeast Michigan, began in 2017 by offering travel training in two counties, expanded to three counties and continues to grow. This program offers classroom training and one-on-one instruction to give riders the experience of a ride to a favored destination.
2021 Section 5310 Spotlight

Each month, NADTC will highlight one informational brief that is featured in the 2021 FTA Section 5310 Compendium. This publication showcases the various uses of FTA Section 5310 Funding, including examples implemented by human services agencies and transportation programs across the United States.

June's spotlight, Mobility Management and FTA Section 5310, highlights the important role of mobility mangers, and the impact they can have on individual riders and the community or region being served. This report showcases two agencies who have built a mobility management program from the ground up, and continue to grow and implement innovative projects.
2021 Trends Report
NADTC has published its Annual Trends Report that reviews trending topics in transportation from 2021. The Trends Report provides an overview of what’s happening in the industry and important transportation issues in communities across the U.S. This month, we are focusing on travel training.

June's spotlight, Travel Training During a Global Pandemic, highlights two examples of transit agencies who completely shifted their travel training programs to accommodate the needs of their community. Travel Training plays a vital role for transit agencies to communicate and train current or potential riders on how to use the system, especially during a pandemic with added restrictions and mandates.
FTA Announcements
FTA Announces Grantees to Connect People to Health Care and Other Critical Services
FTA announced awards of approximately $8.4 million to 17 projects in 16 states to improve public transportation for underserved groups, with a focus on health and wellness. FTA’s Innovative Coordinated Access & Mobility (ICAM) Pilot Program increases access for Americans all over the country, particularly to health care appointments, by building partnerships among health, transportation, and other service providers.

NADTC will continue its support of FTA grant funded programs, by providing person-centered technical assistance and support to the new ICAM grantees.
FTA Releases Funding Opportunity for the Tribal Transit Program Safety Fund
The U.S. DOT released a Notice of Funding Opportunity (NOFO) for the FY2022-2026 Tribal Transit Program Safety Fund (TTPSF), a set aside of the Tribal Transit Program (TTP). The funds are focused on addressing transportation safety issues in tribal communities, which have a higher percentage of roadway incidents, as compared to other parts of the country. This competitive grant opportunity is open to federally recognized tribes, and seeks projects that will address the prevention and reduction of death or serious injuries in transportation related incidents. More information, including a list of previously funded projects and a recording of a webinar for interested applicants, can be found here. Applications must be submitted through grants.gov no later than September 15, 2022.
Safe Streets and Roads for All
The U.S. DOT announced $5 million in funding, over the next 5 years, to establish the Safe Streets and Roads for All (SS4A) discretionary grant program. Focused on the goal of zero deaths and serious injury on our nation's roadways, this opportunity is open to Metropolitan Planning Organizations, counties, cities or towns, transit agencies and federally recognized tribal governments. These funds are for the development of an Action Plan through environmental scans, safety analysis and stakeholder engagement with community members, especially older adults and people with disabilities. Applications must be submitted through grants.gov no later than September 15, 2022.

N-CATT Offers Two New Opportunities
The National Center for Applied Transit Technology (N-CATT) is excited to announce an opportunity for up to three direct recipients (state Departments of Transportation, Metropolitan Planning Organizations, Rural Planning Organizations, Tribal consortiums, or others) to hold Technology Summits with their small-urban, rural, and tribal agencies. This is an opportunity for agencies to present challenges they face and use those to work with their peers to collaborate on technology priorities and begin mapping out technology investments at the state level.

N-CATT is also accepting applications for transit agencies to receive one-on-one technical assistance through the Center's Strategic Technology Technical Assistance Teams (STTATs). N-CATT will work with up to three transportation providers to navigate a technology challenge or opportunity that results in a useful starting product for the agency, such as an implementation plan or ready-to-go technology solicitation.

NCMM: Community Mobility Design Challenge 2022
The National Center for Mobility Management (NCMM), supported by the Federal Transit Administration, is now accepting applications for its Community Mobility Design Challenge 2022 grant. These grants will support communities in researching and creating innovative mobility solutions for community members who face transportation barriers in advancing their personal well-being. Grants of up to $25,000 will be available, as well as NCMM facilitation through the entire process. You can learn more about the grants and download the application here

Answering the Call: 988
The National Suicide Prevention Lifeline network will be easier than ever to reach starting July 16, 2022. 988 has been designated as the new three-digit dialing code that will route callers to the Lifeline. Help from trained counselors can be received by call, text, or chat by simply using 988. Lifeline is a free resource and available 24/7, and is fully accessible to all users, including people with disabilities and older adults.

As mental illness and suicide rates in the US continue to rise, this is another access point for those who need additional care and assistance they need.

July 16 is Rural Transit Day!
Each year, National RTAP celebrates #RuralTransitDay by hosting a Twitter Chat where participants share thoughts about the benefits of rural transit, along with challenges and solutions. Rural Transit Day falls on Saturday July 16, so this year's chat will be held on July 15, 2022, 2-3 PM ET. Transit Planning 4 All promotes inclusive transportation planning for older adults and people with disabilities through the support of demonstration projects, and is convening an online roundtable series with representatives from TP4A demonstration projects to discuss lessons learned in measuring success. Each roundtable includes time for audience questions and dialogue. All sessions will be recorded and posted on the TP4A website. The final roundtable will be held on July 14.

Community Care Corps
The Community Care Corps is accepting proposals for a new round of grants through a Request for Proposals process. Community Care Corps seeks to fund projects that foster innovative volunteer models that support older adults, adults with disabilities and family caregivers to maintain their independence, health and well-being in communities across the country. Community Care Corps is administered by the Oasis Institute with support from USAging, Caregiver Action Network (CAN) and Altarum with funded by the Administration for Community Living (ACL). Proposals are due July 8, 2022
