ADMINISTRATION UPDATE

BIDEN ADMIN TO LIMIT AMERICAN AI CHIP EXPORT:


The word around Washington (nothing official at our writing) is that the Biden Administration plans to release an Executive Order before closing down that would create new export regulations on American AI Chips. China and a group of U.S. adversaries would effectively get blocked from importing these chips. In addition, the vast majority of the world would face limits on the total computing power that can go to one country. Watch for news any time now. TRUMP ADMIN APPOINTMENTS:


The following key players related to AI have been announced for the new Trump Administration and (some) await US Senate confirmation. NAIA expects significant changes to the Biden Admin approach to AI regulations. We will keep you informed:


  • Chair of the Presidential Council of Advisors for Science and Technology (PCAST) and White House AI & Crypto Czar - David O. Sacks (VC Founder, Craft Ventures)


  • Director of the White House Office of Science and Technology Policy (OSTP) and Science Advisor to the President (Cabinet level position) - Michael Kratsios (Managing Director, Scale AI)



  • Senior White House Policy Advisor on Artificial Intelligence in OSTP and working with PCAST to coordinate AI policy across the federal government - Sriram Krishnan (Former Director at VC firm, Andreessen Horowitz)

WHAT TO EXPECT IN THE 119TH CONGRESS SESSION:


A week ago, Congressman Mike Johnson (LA-04) was elected Speaker of the House of Representatives, joining Senate Majority Leader John Thune (SD) and the First Session of the 119th Congress was "gaveled in". The NAIA Team expects that, again Members of Congress will be addressing over 100 bills related to AI and here is a quick synopsis of the numerous topics we will be tracking and working with our Members on:


  • Focus on Safety and Development: Many bills will aim to establish frameworks for safe AI development, including research funding, ethical guidelines, and privacy standards for AI systems.


  • Addressing Bias and Discrimination: Legislation will seek to mitigate bias and discrimination in AI algorithms used in various sectors like finance and employment.


  • Transparency and Accountability: Bills are being introduced to increase transparency around AI systems, particularly those used by government agencies.


  • Protecting Elections: Some bills will focus on preventing the misuse of AI to manipulate elections through deepfakes and other deceptive content.


  • National Security: Several bills address the use of AI in national defense, including its development and deployment for military purposes.


  • Healthcare: Legislation explores the use of AI in healthcare, such as for drug discovery and personalized medicine.


  • Addressing AI Risks: Bills aim to mitigate potential risks associated with AI, including job displacement and the misuse of AI for malicious purposes.

HOUSE TASK FORCE REPORT ON AI:


On December 17, the House Bipartisan Task Force on Artificial Intelligence delivered its' 275 page report (HERE) outlining their findings and recommendations to "advance America’s leadership in AI innovation responsibly". Speaker Johnson and Minority Leader Jeffries each appointed twelve members to the Task Force that represent key committees of jurisdiction and has been jointly led by Chairman Rep. Jay Obernolte (R-Ca.) and Co-Chair Rep. Ted Lieu (D-Ca.). Obernolte is the founder of FarSight Studios (gaming software).


Co-Chair Lieu stated, "Despite the wide spectrum of political views of Members on our Task Force, we created a report that reflects our shared vision for a future where we protect people and champion American innovation. This initial report is only the first step."

NATIONAL LEADERSHIP:


Prior to the 119th. Congress convening, the National Artificial Intelligence Association Co-Chair, Caleb Max, sat down with the new Chairman of the House Financial Services Committee and Member of the House Task Force on AI, Congressman French Hill of Arkansas, and briefed him on the formation and activities of NAIA. Congressman Hill announced on January 9th (HERE) the new Financial Services Subcommittee Chairs and Congressman Bryan Steil (WI - 01) will Chair the Subcommittee on Digital Assets, Financial Technology and Artificial Intelligence. Chairman Hill looks forward to policy discussions with the NAIA Team and Members. We are planning an event with him and Congressman Steil in the Spring.

NEW MEMBER FOCUS:
