Administration Releases Request for Information (RFI) on Artificial Intelligence Action Plan


"On behalf of the Office of Science and Technology Policy (OSTP), the NITRD NCO requests input from all interested parties on the Development of an Artificial Intelligence (AI) Action Plan (“Plan”). This Plan, as directed by a Presidential Executive Order on January 23, 2025, will define the priority policy actions needed to sustain and enhance America's AI dominance, and to ensure that unnecessarily burdensome requirements do not hamper private sector AI innovation. Through this Request for Information (RFI), OSTP and NITRD NCO seek input from the public, including from academia, industry groups, private sector organizations, state, local, and tribal governments, and any other interested parties, on priority actions that should be included in the Plan."


Last Thursday, the National Science Foundation posted the RFI asking for comments from the public related to the Administration's AI Action Plan. The White House Office of Science and Technology Policy (OSTP) is leading the efforts (NAIA Digest v1.3 HERE). Comments are open until March 15, 2025 and NAIA will be compiling and filing our Members recommendations. VP Vance Announces a US 4 Point AI Plan and Europe Releases a 200 Billion Euro Investment in AI Tech Industry



On Monday and Tuesday, Vice President JD Vance joined talks at the Paris AI Action Summit, which gathered major private sector players such as Google, Microsoft and OpenAI with governmental leaders from 80 countries for a first time broad international discussion on the future of AI. French President Emmanuel Macron kicked off the event calling for less European regulation. "We will simplify," Macron said. "It's very clear we have to resynchronise with the rest of the world." The European Union AI Act implemented strict regulations approximately one year ago. The EU also announced (similar to the Stargate Project in America) an investment of 200 Billion Euros in AI development (HERE).


Vice President JD Vance's speech at the Paris gathering Tuesday (HERE) outlined four points that the Trump Administration is pursuing:


1. The Trump Administration will continue to work to have the USA's AI industry as the "gold standard" worldwide and we will be the partner of choice as AI expands.

2. Believe that excessive regulation in the AI sector could kill a transformative industry and they will promote pro-growth policies.

3. That AI remains free from ideological bias and American AI is not co-opted into a tool for authoritarian censorship.

4. The Trump Administration will maintain a pro-worker growth path so AI can be a potent tool for job creation in the US. AI will make workers more productive.


The concern reported in Paris, especially from India, Europe and other countries, is that the AI industry is becoming a US-China battle.

CONGRESSIONAL ACTIONS

Who has banned DeepSeek from being downloaded by employees so far: NASA, the Navy, the Pentagon, the US Congress, States of New York, Virginia and Texas, the governments of South Korea, Taiwan, Italy and Australia.

U.S. Representatives Darin LaHood (IL-16) and Josh Gottheimer (NJ-5) introduce the bipartisan “No DeepSeek on Government Devices Act”


Last week two members of the House Permanent Select Committee on Intelligence and who served as the Ranking Member and Chair of the National Security Agency and Cyber Subcommittee in the 118th Congress, introduced the bipartisan No DeepSeek on Government Devices Act” which will prohibit the use of DeepSeek for federal employees on government-issued devices.

Senator Josh Hawley's Senate bill to totally ban US download and use of DeepSeek and any US participation to assist China in AI advancements (S. 321) has been referred to the Senate Committee on the Judiciary.

Senator from NC, Ted Budd, Introduces Bipartisan Bill to Require HHS Secretary to Prepare for AI threats


Republican Senator Ted Budd (NC) sponsored and Democrat Senator Edward Markey (MA) co-sponsored a bill on February 10th (S. 501) directing the Secretary Health and Human Services to develop a strategy for public health preparedness and response to artificial intelligence threats.


The "Strategy for Public Health Preparedness and Response to Artificial Intelligence Threats Act" is focused on the threats particularly related to biological or chemical weapons.

Bipartisan House Resolution to Make Robocallers Disclose When Using Artificial Intelligence


The "Quashing Unwanted and Interruptive Electronic Telecommunications (QUIET) Act" was introduced last week (HR 1027) to amend the Communications Act of 1934 to require disclosures when robocalls are using AI. The resolution was introduced by Congressman Eric Sorensen (D-IL-17) and co-sponsored by Representatives Juan Ciscomani (R-AZ-6); Eric Swalwell (D-CA-14) and Brian Fitzpatrick (R-PA-1).


The QUIET Act reads: "If a person making a robocall uses artificial intelligence to emulate a human being, such person shall disclose at the beginning of the call or text message the fact that artificial intelligence is being used." 


The bill has been referred to the House Energy and Commerce Committee and substantially increases penalties to violators.
