President Trump Addresses Nation: Investment Policy Changes from Public to Private for Chips and AI
Tuesday evening, President Trump addressed Congress and the Nation in close to a two-hour speech. There was no direct discussion of his upcoming AI policy priorities but he did address, however, an increase in domestic manufacturing that would benefit AI-driven solutions and a shift from public to private funding, specifically for semiconductor chips manufacturing. He addressed. the $52.7 billion subsidies from the 2022 CHIPS and Science Act.
"Your CHIPS Act is a horrible, horrible thing. We give hundreds of billions of dollars [in public funds] and it doesn't mean a thing. They take our money and spend it. You should get rid of the CHIPS Act and whatever is left over, Mr. Speaker, you should use it to reduce debt."
The President announced on Monday (HERE) a new private investment of $100 billion by TMSC in chip manufacturing in the US and highlighted in his Congressional address "the $1.7 trillion dollars of new investment in America in just the past few weeks". A majority of those investment announcements going into large data center development for artificial intelligence.
Other Trump policies presented Tuesday evening that will impact the AI industry were the new tariffs (see below article); increased defense spending; the push for more energy production to meet the demand of rising data center build outs; a 100% expensing for new equipment purchasing and related, a push for domestic manufacturing capabilities which would increase demand for robotics / automation and AI-driven solutions.

Trump Admin and China, Canada & Mexico Raise Tariffs: We Asked Grok
We checked with Grok 3 for what the impact of the Trump Administration's tariffs would be on the AI industry? You can read Grok's detailed response HERE and it identified six impact areas to AI:
- Increased Hardware Costs
- Supply Chain Disruptions
- Impact on innovation
- Domestic Production Push vs. Reality
- Global Competition
- Consumer and Economic Ripple Effect
In summary, Grok states "while tariffs might aim to bolster domestic industries, their immediate impact on AI is likely to be negative—raising costs, disrupting supply chains, and slowing innovation. Over the long term, the success of a tariff-driven strategy depends on whether the U.S. can rapidly build a self-sufficient AI hardware ecosystem, a prospect that remains uncertain given current global dependencies. The AI sector, highly sensitive to cost and speed, could face significant headwinds unless mitigating policies (e.g., subsidies or exemptions) are implemented alongside tariffs."

NAIA Sends DRAFT RFI Response for Artificial Intelligence Action Plan on Monday. Join Us Tuesday Night for Your Input
The White House issued the following statement (HERE):
“The Trump Administration is committed to ensuring the United States is the undeniable leader in AI technology. This AI Action Plan is the first step in securing and advancing American AI dominance, and we look forward to incorporating the public’s comments and innovative ideas,” said Lynne Parker, Principal Deputy Director of the Office of Science and Technology Policy (OSTP).
The AI Action Plan will define priority policy actions to enhance America’s position as an AI powerhouse and prevent unnecessarily burdensome requirements from hindering private sector innovation. With the right governmental policies, continued U.S. AI leadership will promote human flourishing, economic competitiveness, and national security."

Virginia Passes Bills on AI. Now Multiple State Legislation - NAIA General Counsel Briefing on State AI Laws
The Virginia legislature passed two AI related bills this session and await Governor Youngkin's signature or veto. The High-Risk Artificial Intelligence Developer and Deployer Act (Virginia AI Act), a comprehensive artificial intelligence bill focused on preventing algorithmic discrimination. And HB 1642 Use of Artificial Intelligence Tool related to the criminal justice system and potential bias in models, i.e. "requires that the Recommendations predictions provided by any artificial intelligence-based tool, as such term is defined in the bill, shall not be the sole basis for any decision".
We relayed last week in our newsletter (HERE) about the growing concerns by courts with hallucinations in legal filings. If these bills are signed into law by Governor Glenn Youngkin, Virginia will become the second state, after Colorado, to have comprehensive state-level AI laws.

Due these various state laws on AI, NAIA is advocating for a federal law to supercede and make compliance easier for the AI industry. Steve will discuss and lead discussions on these issues during our online RFI review on Tuesday, March 11th.

Who has banned DeepSeek from being downloaded by employees so far (recently added):
NASA, the Navy, the Pentagon, the US Congress, States of Montana, South Dakota, Pennsylvania, Iowa, Oregon, North Carolina, Nevada, New York, Virginia and Texas, the governments of Denmark, South Korea, Taiwan, Italy and Australia. Kansas has pending legislation to ban DeepSeek.

Another Senate Bill to Remove DeepSeek from US Government Use
The US Senator from Nevada and former software programmer, Jacky Rosen (D-NV) joined with Senators Jon Husted (R-OH) and Pete Ricketts (R-NE) to introduce bipartisan legislation to prohibit the use of DeepSeek on all government devices and networks. The bill S.765, Rosen states “takes proactive steps to ban DeepSeek on all U.S. government devices, helping to further safeguard sensitive government data from the Chinese Communist Party.”
The bill was referred to the Committee on Homeland Security and Governmental Affairs. We reported in our previous newsletter (v1.4) that Senator Josh Hawley (R-MO) introduced S. 321 Decoupling America's Artificial Intelligence Capabilities from China Act of 2025 which was referred to the Senate Judiciary Committee.

H.R. 1770 To direct the Consumer Product Safety Commission to establish a pilot program to explore the use of artificial intelligence in support of the mission of the Commission. Referred to the House Committee on Energy and Commerce.
H.R. 1736 To require the Secretary of Homeland Security to conduct annual assessments on terrorism threats to the United States posed by terrorist organizations utilizing generative artificial intelligence applications, and for other purposes. Referred to the House Committee on Homeland Security.
H.R. 1734 To establish the Task Force on Artificial Intelligence in the Financial Services Sector to report to Congress on issues related to artificial intelligence in the financial services sector, and for other purposes. Referred to the House Committee on Financial Services.
H.R. 1694 To direct the Assistant Secretary of Commerce for Communications and Information to conduct a study and hold public meetings with respect to artificial intelligence systems, and for other purposes. Referred to the House Committee on Energy and Commerce.
