OSTP Request For Information on AI Action Plan Closes This Saturday

When President Trump issued his Executive Order on AI (HERE) in January, he first rescinded the Biden EO 14110 on artificial intelligence and second, put in motion for the Office of Science and Technology Policy to request public input on the U.S. government's AI Action Plan. The OSTP issued the RFI (HERE) and to date, 310 comments have been submitted. NAIA and some other AI industry participants are publicly releasing their RFI submissions. NAIA held a first online meetup on Tuesday and received input from numerous Members, both enterprise and startups, on our first draft (see above link) to be submitted to the OSTP. We are incorporating those suggestions in our final submission will deliver it by Saturday. Watch for our media release.

UK Government Looking To Align With The US on AI Policy?

At the recent Paris AI Action Summit, where Vice President JD Vance delivered the Trump Administration's AI policy priorities (covered HERE in NAIA Digest v1.5), the UK joined the US in not signing the final Paris declaration at the end of the conference.

This week, UK's Prime Minister, Keir Starmer, released a document outlining Britain’s ambitions for an “economic partnership” on technology with the United States. According to Politico, "There has been growing talk in London and Washington of a “Western alliance” on AI, something British Prime Minister Keir Starmer discussed with Scale AI founder Alex Wang in No. 10 last month."

"U.K. officials want the deal to build on AUKUS — the military alliance between Australia, the U.S., and U.K. — which already includes working together on AI, quantum and space."

THE COURTS

Trump DOJ Agrees With Biden Breakup of Google in Court Case Except on AI Investments

As reported Tuesday (HERE), the Trump Administration's Department of Justice is agreeing with the Biden antitrust effort to breakup Google and introduce a significant impact on the tech industry. The one variation on the Biden effort is that the Trump DOJ would allow Google to retain its investments in AI, the largest being that worth billions in OpenAI. Hearings will be in April and May with an immediate appeal expected on the case.

CONGRESSIONAL ACTIONS

China's MANUS Joins DeepSeek in Being Banned

CHINA WATCH: With the introduction of MANUS, a Chinese company that supposedly offers the world's first general AI Agent, Tennessee became the first state to also ban this product along with DeepSeek.

The Wall Street Journal is reporting (HERE) that the Trump Administration is now planning for a ban of DeepSeek to be downloaded to any and all federal government devices

The following governmental bodies have banned DeepSeek from being downloaded by employees so far (recently added):

NASA, the Navy, the Pentagon, the US Congress, States of Tennessee, Montana, South Dakota, Pennsylvania, Iowa, Oregon, North Carolina, Nevada, New York, Virginia and Texas, the governments of Denmark, South Korea, Taiwan, Italy and Australia. Kansas has pending legislation to ban DeepSeek.

Legislation Impacting Artificial Intelligence Industry Continues to Climb - Hundreds Already in 2025

THIS is why the National Artificial Intelligence Association was formed! In 2023, state and federal policymakers introduced fewer than 200 pieces of legislation. In 2025 already, legislators have now submitted over 780 bills across the country according to consulting firm Multistate.

This is also why, when our Co-Chair Caleb Max, had an opportunity to speak with House of Representatives Speaker Mike Johnson, Caleb mentioned our push to have a House Select Committee on Artificial Intelligence so all federal AI legislation would go through a single committee. The Speaker responded. let him get the budget finished first and then we can talk. NAIA will continue to push on this important priority in Washington.

Bills We Are Tracking:

H.R. 1692 Producing Advanced Technologies for Homeland Security Act (PATHS ACT).

This bill extends through FY2028 the authority of the Department of Homeland Security (DHS) to use other transactions (OT) to carry out research and prototype projects when the use of contracts, grants, and cooperative agreements is not feasible or appropriate. (OTs, in contrast to traditional procurement contracts, are exempt from many federal procurement laws and regulations.) DHS must notify Congress within 72 hours of using or extending this authority for research and development projects related to artificial intelligence technology and must offer to brief Congress on the rationale for such a decision. The bill also lowers from $4 million to $1 million the minimum value of contract awards that DHS must publicly report on its website.

Passed the House and received by the Senate.  Referred to the Committee on Homeland Security and Governmental Affairs.

S. 524 Coast Guard Authorization Act of 2025

Not later than 1 year after the date of enactment of this Act, the Commandant shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that outlines a plan for establishing an uncrewed systems capabilities office within the Coast Guard responsible for the acquisition and development of uncrewed system and counter-uncrewed system technologies and to expand the capabilities of the Coast Guard with respect to such technologies.

G) The development of a concept of operations for a data system that supports and integrates uncrewed system and counter-uncrewed system technologies with key enablers, including enterprise communications networks, data storage and management, artificial intelligence and machine learning tools, and information sharing and dissemination capabilities.

Passed the Senate and received by the House. Not referred to the House Committee on Transportation and Infrastructure (specifically Subcommittee on Coast Guard and Maritime Transportation) yet.
