NAIA 2027 POLICY AGENDA SURVEY
(SECOND REQUEST)
LET US KNOW YOUR THOUGHTS
| | |
As Election Day approaches, the National Artificial Intelligence Association (NAIA) is preparing for the 120th Session of the United States Congress. The next Congress will officially convene on January 3, 2027.
We have reached out to NAIA members for their input for guiding the issues and initiatives we prioritize before Congress, the White House, federal agencies, and state governments next year. Today we would like to reach out to you, our bi-weekly newsletter readers for your feedback.
Please follow the link below to take this brief survey. It should not require more than five or ten minutes of your time to complete.
We will use your answers and comments to help define our policy priorities and also for structuring our program and panels for NAIA's Second Annual AI Policy Summit on Capitol Hill coming next February (more details on the Summit soon!)
Thank you for participating in this important survey and should you have any questions, please feel free to reach out to our new Vice President for Government Affairs, Mr. Jason Riederer at Jason@theNAIA.org

"SUPER INTELLIGENCE FOR GOOD"
WE ASKED OUR MEMBERS WHERE WILL WE
SEE THE BENEFITS OF AI IN AMERICA
With all the negative conversations on both a national and local basis, we asked some of NAIA's Members to give us specific areas in which AI will significantly enhance our lives today. Here are just a few benefits coming from super intelligence:
Healthcare and Medicine
-
Early Detection: AI analyzes medical images, lab results, and wearable sensor data to catch conditions like cancer or heart disease before symptoms appear.
-
Accelerated Research: Machine learning models speed up drug discovery and help tailor precision medicine treatments to individual patients.
Productivity and Daily Convenience
-
Virtual Assistants: Generative AI tools and smart assistants draft emails, summarize long meetings, organize calendars, and plan custom workout or meal routines.
-
Smart Homes: Automated thermostats, lighting, and security systems learn household habits to maximize comfort and reduce energy consumption
Education and Learning
-
Personalized Tutors: AI systems adapt lessons to a student's individual pace, bridging gaps for remote or underserved learners.
-
Administrative Relief: Automated grading and scheduling free up human teachers to focus more on mentorship and critical thinking.
Transportation and Infrastructure
-
Traffic Optimization: Real-time navigation apps analyze congestion to find the fastest routes, while autonomous vehicle tech works to lower transit accidents.
-
Predictive Maintenance: AI sensors in public grids and industrial machinery spot mechanical failures before breakdowns happen, improving safety and reliability.
Food Production and the Environment
-
Precision Agriculture & Crop Management: AI systems analyze data from satellites, drones, IoT sensors, and field cameras to monitor soil health, moisture levels, and nutrient needs in real time. This helps increase crop yields by an estimated 15% to 25% while lowering input costs.
-
Targeted Resource Use (Water & Fertilizer): Instead of blanket-spraying fields, AI-driven precision systems apply water, fertilizers, and pesticides only where and when they are strictly needed. Research shows this drastically reduces chemical runoff and excess fertilizer use.
Just a few of the many areas in which artificial intelligence is improving our daily lives, where we live and how we build a stronger Nation. Let's make sure that there is a strong voice telling folks all the great new benefits being provided by super intelligence!

DHS ORDERS REMOVAL OF CHINA'S DEEPSEEK
FROM ALL U.S. GOVERNMENTAL AGENCIES
Last week, the Department of Homeland Security directed civilian federal agencies to remove DeepSeek products, including certain third-party services that incorporate DeepSeek technology, from government systems. The order is based on concerns about cybersecurity, supply chains, and possible access to data by the Chinese government.
Companies that sell products or services to federal agencies may be affected if DeepSeek models or related components are present anywhere in their technology stack. The directive may also serve as a model for broader federal procurement restrictions involving foreign AI systems.
China’s Ministry of Commerce expressed “strong dissatisfaction and firm opposition” against the U.S.'s move, saying that the U.S. side disregarded the consensus reached between Xi and Trump and ignored the broader landscape of China-U.S. economic and trade relations.
Through discriminatory restrictions under “the guise of national security,” the U.S. is trying to suppress and contain China, the commerce ministry statement said. “China will closely monitor the situation and take all necessary measures to firmly defend its legitimate rights and interests.”

SENATOR WYDEN RELEASES PROPOSAL FOR
NEW FEDERAL TAXES ON DATA CENTERS
The lead paragraph in the press release last Friday by the Ranking Member of the Senate Finance Committee (HERE):
"Senate Finance Committee Ranking Member Ron Wyden, D-Ore., today released new proposals to ensure federal policy is prepared to address changes in the economy brought on by the AI boom, such as worker displacement and the impacts of rapid growth of data center construction."
Senator Wyden’s draft would create a new federal tax on revenue earned from data-center services and remove several tax benefits available to qualifying facilities. The proposal could raise the cost of building and operating the computing infrastructure used for cloud services and AI. Those higher costs could affect data-center operators directly and could also flow through to AI developers, vendors, and customers through higher computing prices. The proposal is still draft legislation and has not been formally introduced as a numbered bill. Highlights below:
- Senator Ron Wyden released draft legislation establishing a federal excise tax on data-center operators.
- The tax would apply to gross receipts from services such as cloud computing, data storage, AI training, and inference.
- The draft would eliminate bonus depreciation, Opportunity Zone benefits, and certain research and development tax credits for qualifying facilities.
- The proposed tax rate has not yet been determined.
- Revenue would support workers and communities affected by AI-related economic disruption.
- Important distinction: Wyden released draft text, but it has not yet been formally introduced as a numbered bill.

WHAT WE MIGHT SEE IN A LAME DUCK SESSION
Congress has several major deadlines and unfinished bills to address during the lame-duck session, including government funding and the annual defense authorization bill. These larger measures can serve as vehicles for narrower AI provisions that may not receive a separate vote. For AI companies, the most relevant possibilities include federal procurement rules, cybersecurity requirements, model evaluation provisions, workforce measures, and data-center tax or energy policies. The short calendar makes targeted additions to must-pass legislation more plausible than a comprehensive AI bill.
Join Us Friday as we discuss what lame-duck vehicles are being considered and what state legislation is being prepared for next year's sessions. See below for links to the NAIA Bi-Weekly Policy Call.

NEW MEXICO PROPOSES AGGRESSIVE
FRONTIER-MODEL REGULATION AND MORE STATE ACTIONS
New Mexico officials have announced a proposed 2027 law governing frontier AI models through risk disclosures, independent audits, rapid incident reporting, and demonstrated shutdown capabilities. The proposal would also give the attorney general enforcement authority and allow recovery of certain state response costs. Although it appears aimed primarily at the largest developers, its final definitions could determine which companies, models, and business relationships fall within its scope. The proposal also illustrates how different state-level safety regimes may emerge when no single federal framework exists.
Read the complete details HERE.
ADDITIONAL 2027 STATE PROPOSALS THAT ARE EMERGING
Virginia
SB 843 — Sen. Russet Perry
Three-year moratorium on new data center approvals, July 2027–July 2030
