Hello Nonprofit Leaders and Supporters,

I hope this foggy Fall day finds you all well and your nonprofit thriving! It was so wonderful to see so many old friends and meet new ones earlier this week at the High Desert Conference in Redmond! Lots of great energy, great speakers and good old-fashioned connecting person to person. (Remember what that feels like?) Big thanks to all of you that came and made the event a success. And thanks to our keynote speaker Hanif Fazal for his inspiring discussion on his new book An Other World: The Fight for Freedom, Joy, and Belonging. Each participant at the conference received a complimentary copy of Hanif’s new book. If you haven’t heard of it or had an opportunity to explore the book, you can check out this video trailer here. I hope you’ll all take the time to read and digest the learning and human-centered concepts that Hanif is sharing.  


I also wanted to put in one final request for any nonprofit staff to fill out our quick “pulse survey” designed for any nonprofit employee at all levels. The survey is easy to answer not taking more than 10 minutes and all responses are anonymous. We intend for it to give us a better sense of the progress made by Oregon charitable nonprofits in their efforts to create a workplace that engenders belonging for team members. Detailed survey results will be shared with all participants and NAO will be publishing a public summary report. Thanks in advance for taking the survey and sharing it among your teams. You can take the survey through this link. We have extended the survey until the end of Oct 31st and we will report on the findings by the end of the year. So please take the opportunity to share your thoughts!

Congratulations to Oregon Business Journal’s 100 Best Nonprofits! We are thrilled to see so many great organizations recognized, and we want to send an extra congratulatory high five to all of our members who made this year’s list. Great work to all who were honored and we hope you are celebrating with your staff! 

At the State Level

Task Force on Modernizing Grant Funding and Contracting 


The task force held its first meeting on October 17. The meeting was focused primarily on establishing meeting protocols and reviewing the task force charter. The task force elected NAO’s board member Mercedes Elizalde of the Latino Network as chair and Marianne Schlies, Saint Vincent de Paul Society of Lane County as co-chair. The next meetings of the task force are November 11th and December 12th.  

At the Federal Level

Streamlining Federal Grants Act of 2023 


Congresswoman Marie Glusenkamp Perez (D) from Clark County, Washington joined Congresswoman Virginia Foxx (R) from North Carolina to introduce a House companion bill to the Streamlining Federal Grants Act of 2023 (S. 2286/H.R. 5934). The bipartisan legislation is designed to improve the effectiveness and performance of federal grants and cooperative agreements, simplify the application and reporting requirements, and facilitate greater coordination among agencies responsible for delivering services to the public. 


This is a huge issue for our sector and one that NAO is working to resolve at the Federal, State and Local levels. Please be sure to attend one of our upcoming Policy Labs (see below) to get more information on what we are trying to do. 


Volunteer Driver Tax Appreciation Act 


Senators Amy Klobuchar (D-MN), Ted Budd (R-NC), and Tina Smith (D-MN) has introduced the Volunteer Driver Tax Appreciation Act, a companion to the House legislation (S. 3020/H.R. 3032). The legislation would increase Charitable Mileage Rate for nonprofit volunteer drivers delivering people or products on behalf of nonprofits to the standard business rate, currently set at $0.655/mile, and eliminate taxation of mileage reimbursements up to the business rate. This is a bill that has seen multiple attempts to move forward through the last sessions of Congress. We are hoping that this latest version will have greater traction.

Effective Supervision (Bend)

In this workshop, we will explore the essential elements of a supervisor’s role with a diversity, equity and inclusion lens; offer insight into the specific challenges of supervision in the nonprofit environment to help you identify concrete goals and changes that you can implement with individual staff and teams; and examine strategies to address unclear expectations between staff and supervisor, ambivalence about authority, low pay, and heavy workloads. DEI Audit and Assessment: Managing the Work in Between Where We Are and Where We Hope to Be

Growth in any area requires an honest audit of organizational history and an objective tool to assess success and continued growth areas. Diversity, equity, and inclusion (DEI) audits can help identify existing workplace conditions and help strengthen weak spots to build excellent cultural resiliency. However, as with any test, audits can be met with fear and resistance, pulling people apart and building walls. This cohort will share key considerations on how best to approach a DEI audit and how to use this process to deepen relationships and build bridges that lead to learning and growth.
