HRSA Accepting Applications

HRSA is accepting applications for payment from RHCs and FQHCs employing buprenorphine waivered providers under a new program, the DATA 2000 Waiver Training Payment Program. RHCs and FQHCs have the opportunity to apply for a $3,000 payment for each eligible employed provider who attained a Drug Addiction Treatment Act of 2000 (DATA 2000) waiver on or after January 1, 2019. The program is conducted in collaboration with SAMHSA. Waivers are issued by SAMHSA’s Center for Substance Abuse Treatment (CSAT) and its Center for Behavioral Health Statistics and Quality (CBHSQ) maintains the verified waivered practitioner database.

There is no deadline to apply for this payment program, but available funds are limited and will be paid on a first-come, first-served basis. The Substance Use-Disorder Prevention that Promotes Opioid Recovery and Treatment (SUPPORT) for Patients and Communities Act, Section 6083, made $6 million available to FQHCs and $2 million available to RHCs under the DATA 2000 Waiver Training Payment Program. HRSA will accept applications for payment and process payments until all available funds are exhausted. RHCs Receive $100,000 for COVID-19 Testing & Mitigation Activities
Resources Available Now to Help You Best Use the Funding

In early June, as a result of the American Rescue Plan, the federal government distributed $424.7 million to over 4,200 eligible RHCs as part of the RHC COVID-19 Testing & Mitigation (RHCCTM) Fund. In late summer, the federal government will provide an additional $35.3 million in funding to RHCs who did not receive the June allocation but have since become eligible. Read More
Provider Relief Fund Reporting Portal Now Open
Funds Received Before June 30, 2020, Must Be Reported by September 30, 2021

On June 21, NARHC published an article explaining the June 11 guidance regarding Provider Relief Fund use and reporting. The official HHS reporting portal opened on July 1. RHCs who received aggregate funding of $10,000 or more between April 10 and June 30, 2020 (which includes Phase 1 and 2 General Distributions and the Targeted Rural Distribution) were required to use this funding by June 30, 2021, and must report within the portal by September 30, 2021. RHC Vaccine Confidence Grant Program Update
Notice of Award Anticipated Around July 20, 2021

We were thrilled to see so many RHCs apply to the Vaccine Confidence Grant Program. On June 7th, the Health Resources and Services Administration (HRSA) announced that Notice of Award (NOA) notifications will be released around July 20th to clinics that have been awarded the funding. Read More

Rural Healthcare Providers Transition Project (RHPTP)
Applications Open for Project Year (Nov 2021-Aug 2022)

The National Rural Health Resource Center, alongside Stratis Health & Stroudwater Associates, is providing technical assistance for qualifying Small Rural Hospitals & Rural Health Clinics through the Rural Health Provider Transition Project (RHPTP). This project aims to help organizations who are not currently participating in value-based care (VBC) prepare for and later participate in alternative care & payment models. The technical assistance provided will build foundational knowledge in efficiency, quality, patient experience, & safety of care. Read More

Provider Relief Fund Reporting Details Released
**Provider Relief Fund Portal Now Open**
On July 1, 2021, the Provider Relief Fund (PRF) reporting portal opened. Visit HHS.gov for resources, additional information, and to access the portal.

On June 11, 2021, the Department of Health and Human Services (HHS) released new guidance on the Provider Relief Fund (PRF) with the most detailed explanation of the reporting and auditing requirements to date. Read the Article
President Biden Announces Trio of RHC COVID-19 Initiatives
On May 4th, President Biden announced in a White House press release a trio of COVID-19 initiatives involving rural health clinics. They are as follows:

  • Shipping New Allocations of Vaccine to Rural Health Clinics.
  • Increasing Vaccine Education and Outreach Efforts in Rural Communities.  
  • Increasing Funding for Rural Health Clinics and Hospitals to Respond to COVID-19 with Testing and Mitigation Measures. Read the Article
CMS Updates Transmittal to MACs Regarding New RHC Upper Payment Limits
On May 4th, the Centers for Medicare & Medicaid Services (CMS) updated Change Request 12185, which is the main document from CMS implementing the new RHC Upper Payment Limits from the Consolidated Appropriations Act of 2021. As many know, the Consolidated Appropriations Act of 2021 contained a drafting error regarding the grandfathering date which NARHC worked swiftly to correct. Read the Article
