Training to Fulfill EPA Requirement Available on March 17

Property management companies must comply with RRP training requirement


Thanks to the efforts of NARPM member Ashley Andreoni-Romo of Windermere Signature Property Management, discounted training is now available for property management companies that must satisfy the EPA lead certification requirements under its Renovation, Repair, and Painting (RRP) Rule when hiring certified contractors.


The RRP Rule was established to protect families, especially children, from the dangers of lead-based paint in housing built before 1978. It requires that any renovation work disturbing painted surfaces be performed by EPA-certified contractors trained in lead-safe practices to minimize lead exposure.


Originally, property management companies only needed certification if their own employees performed work that disturbed paint in pre-1978 housing. However, the EPA has withdrawn its earlier guidance and expanded its interpretation of the RRP Rule. Property management companies must now be certified if they oversee or coordinate renovation activities, including tasks such as soliciting bids, supervising contractors, or communicating with tenants about the work.


This shift places new compliance responsibilities on management companies, and the March 17 training offers a timely, cost-effective way to meet them.

Question

Do applicants have three days to change their mind after signing a lease without being penalized?


Answer

There is no grace period in California for residential tenants to change their mind, unless the lease includes the right to a grace period (which is not a common lease provision). Otherwise, once the lease is signed, all parties are bound by its terms. Holding deposit agreements often provide for a three-day period for applicants to change their mind if they pay a holding deposit. However, that is not required by law and won’t apply once a lease is signed. Make sure that you and the applicant are committed to the tenancy before the contract is executed.

Remembering Jane McGinnis - Former NARPM member and Respected Industry Trainer


NARPM recently learned of the passing of Jane McGinnis, a former member and highly respected industry instructor. After a 20-year career in property management, Jane served as Director of Education for the Rental Housing Association of Sacramento. Over the next two decades she taught property management classes and provided on-call guidance to rental owners, apartment managers and professional property managers.


Even after retiring, Jane continued to share her knowledge and compassion, teaching classes and serving as a grief counselor for her church community. She passed away in November 2025. Her impact on our industry and the many professionals she mentored will be long remembered.
