New Inspection Program for Housing Choice Voucher Program Begins in October
Beginning October 1, 2025, local housing authorities will be rolling out a new inspection program for the Housing Choice Voucher (HCV) program. Under the new National Standards for the Physical Inspection of Real Estate (NSPIRE) program, the U.S. Department of Housing and Urban Development (HUD) establishes a unified set inspection standards across all federal housing programs.
The NSPIRE initiative replaces the outdated Housing Quality Standards (HQS) program. This transition aims to streamline the inspection process and address the longstanding concerns of property managers regarding inconsistencies in standards application.
To support property managers during the transition, local housing authorities, such as the Sacramento Housing and Redevelopment Agency (SHRA), will offer training sessions specifically designed for property managers and rental owners participating in the HCV program. NARPM plans to include the training during the annual Residential Property Management Expo on September 24.

Move-in and Move-out Photos Required Under New State Law
In response to complaints from tenant advocates about unreasonable and poorly documented security deposit deductions, a new state law, Assembly Bill 2081, was passed last year. The law sets limits on permissible charges against security deposits and introduces new photograph requirements.
Under the new law, property managers were required to take photographs of rental units at the end of every tenancy starting April 1 of this year. They also were required to provide tenants with photos of any repairs for damages deducted from the security deposit exceeding $125. Additionally, starting July 1, 2025, move-in photos will also be mandatory.

Question
When typing up a new lease, should we use the spelling of the tenant's names as it appears on the application or on their driver’s license?
Answer
It is important to be consistent on how you spell their name in the event legal action is necessary. It is best to use the name exactly as it appears on their driver’s license and request that they fill out the application in a manner consistent with this request.

NARPM's Inaugural Putting Tournament Scores Big with Members
When NARPM Sacramento announced plans for a 9-hole putting tournament on the practice green at Haggin Oaks Golf Course, some members weren’t quite sure what to expect. By night’s end, everyone was asking when we’re doing it again. What unfolded was one of our most engaging and memorable business mixers to date.
Nearly 100 members gathered for an evening of friendly competition and relaxed networking, sponsored by Golden State Handyman. The tournament featured 36 two-person teams battling for top honors, culminating in a dramatic putting playoff to determine the winners — Rod Luman of Key Realty Center and Bob Thomas of KTB Enterprises.
Jenny Tiner of Tiner Properties was grinning ear-to-ear after sinking a long putt in the Hole-in-One Contest to win $500 in cash and two VIP concert tickets courtesy of DH Construction.
Throughout the evening, attendees enjoyed unlimited appetizers sponsored by Independent Plumbing, Heating & Air, along with refreshing drinks hosted by Good Life Group. The putting course was surrounded by a powerhouse lineup of hole sponsors, including:

Each year NARPM Sacramento hosts the Residential Property Management Expo, the largest education conference and trade show for the residential property management industry in the Greater Sacramento region. The one-day event features a dozen seminars on a wide range of property management topics of interest to property managers, broker/owners, and administrative and maintenance staff.
The trade show hall showcases nearly 50 businesses, including many presenting new products and services for the property management industry. Food and beverages are included with the registration, and raffle prizes are awarded during the reception at the end of the day.
