State CIO As Broker: A New Model

Multisourcing is emerging as the discipline for managing a complex and diversified portfolio of services and service providers. These services are being employed to meet the continual evolving demand for creatively delivering government services through new channels with new functionality. In this evolving circumstance there is the need for a new operating model the state CIO can employ to bring together agencies needs and demands with available emerging technologies and management disciplines. Record-Setting Midyear Conference
Emily A. Lane, Program & Brand Manager

A record 613 NASCIO members and partners gathered in Baltimore last month for the Midyear Conference. Forty-eight states, two territories and the District of Columbia were represented, along with 119 private sector partners.

The conference featured networking activities, interactive sessions on pressing issues, showcases of innovative state projects and lots of coffee (350 gallons to be exact).

State projects highlighted in breakout sessions included Innovate Oklahoma, Michigan's CISO as a Service Program and North Carolina's Government Data Analytics Center. The discussion-based Learning Lounges explored the CIO as chief communicator, making open data more usable and understandable for citizens, and how AI innovations seen in the private sector can be adapted to state government.

A highlight of the conference was hearing from Tony Riddick and Luis Arocho, CIOs for the U.S. Virgin Islands and Puerto Rico, respectively, on lessons learned from Hurricane Maria. They shared what they were prepared for and what was unexpected in the recovery aftermath.

Digital government was also on center stage with a session on User-Centered Design. Speakers walked through various ways to incorporate the needs of the end user (citizen or internal) throughout the design process to ensure a website, app or solution is successful.
