2018 Deloitte-NASCIO Cybersecurity Study - Even as state government Chief Information Security Officers have increased their access to and communications with top leaders, the top three issues impacting states' cybersecurity remain the same from past surveys - budget, talent and increasing cyber threats. These findings from the 2018 Deloitte-NASCIO Cybersecurity Study are a call for bold action to disrupt the status quo.
The 2018 State CIO Survey - The survey includes responses from all 50 state CIOs on a range of issues, from evolving business models to workforce and budget to access to innovation and facing the future. Respondents to this year's survey represent more than 150 years of collective service as a state's top technology official. 
A View from the Marketplace: What They Say About State IT Procurement - The publication focuses on the role the private sector can play in the state IT acquisition process (not just the IT procurement process) and includes feedback from NASCIO's private sector members as well as recommendations for all involved in the state IT acquisition process.

  1. New leadership at FirstNet Following on last month's announcement that Ed Horowitz has been named as the new chairman at FirstNet, several Board positions have also been announced. Six appointments from both the public and private sector have been made, additional details can be found here.
  2. NGA Continues cyber work The National Governors' Association held a cyber policy academy meeting in late October, with participation from IN, NC, WV, WI. The goal of the 2-day event was to share best practices in state cybersecurity and plot action steps for each state. NASCIO and Deloitte presented at the meeting on the 2018 Deloitte-NASCIO Cybersecurity Study which can be downloaded at
  3. A-87 exception to expire at end of year  CMS recently released an FAQ document that provides guidance on how states should prepare for the expiration of the A-87 exception on December 31, 2018. OMB's A-87 cost allocation rule required that costs for IT systems that support multiple health and human service programs (in addition to Medicaid) be allocated across benefiting programs; the A-87 exception enable states to allocate the cost to Medicaid. 
  4. DHS Cyber agency bill passes both chambers  In early October, the Senate passed H.R. 3359 Cybersecurity and Infrastructure Security Agency Act of 2018 which codifies an agency of the same name within DHS to lead cyber and critical infrastructure programs. The House passed the measure in late 2017 but must now also consider the amended version which passed in the Senate.
  5. NASCIO nominates CIOs to key federal advisory committees  NASCIO has nominated several state CIOs to represent NASCIO and state governments on key federal advisory groups. Indiana CIO Dewand Neeley has been nominated to serve on the Global Advisory Committee; North Carolina CIO Eric Boyette has been nominated to SAFECOM; New Hampshire Commissioner Denis Goulet has been nominated to the Public Safety Advisory Committee; and Utah CIO Mike Hussey has been nominated to serve on the National Geospatial Advisory Committee.
