New Report Examines Recent Case Studies on E-Procurement and Shared Services
Jointly Released by NASCA, NASPO and Leadership for a Networked World
|
The National Association of State Chief Administrators (NASCA) and the National Association of State Procurement Officials (NASPO) jointly released a report featuring two case studies developed by Leadership for a Networked World on state government shared services and e-procurement.
Pathways to Value: Shared Services and E-Procurement was created after the associations co-hosted the NASCA and NASPO Topical Roundtable in Washington, D.C., earlier this year, where state procurement officials and state chief administrators came together to examine the success of Ohio's shared services model and Virginia's e-procurement system.
Each case study shares the unique opportunities and challenges of both programs, and includes insights from this group of 48 forward-thinking leaders representing 24 states. Members of NASCA and NASPO will continue their discussion of shared services and e-procurement in a series of joint webinars this summer and fall.

Cronin Spotlight: State of Delaware
Copier, Printer and Multifunction Device Resource Management Program (CRMP)
|
How important are copiers, printers and other multifunction devices to on the job success? In the State of Delaware, the Governor's state-wide Performance Review for Output Management Shared Services and Output Printing Spend calculated approximately $1.4 million in fiscal spend was dedicated to printer supplies each year. When examined collectively, it really adds up. The Performance Review determined that the Agencies were not analyzing utilization to determine actual needs, but instead, devices were being purchased based on what was previously in place. Delaware state officials began to examine ways to maximize resources, improve efficiencies and eliminate costly redundancies in state government.
In October of 2011, the State of Delaware created a Copier, Printer and Multifunction Device Management Program (CRMP) to standardize the use of output devices, streamline procurement, and complete efficient review processes for all state agencies. Now, instead of buying based on what was previously in place, all state agency that want to place or replace an output device through either purchase or lease must first submit a request for review and for approval to CRMP personnel. The CRMP is managed in-house by one full-time employee thus maximizing the cost savings. By analyzing current utilization, CRMP ensures that device use and placement is "right-sized" to maximize efficiencies, help to standardize equipment placement and reduce unnecessary inventory. This eliminates the need for many personal devices which save on-going maintenance and supply costs.
Since implementation in October 2011, CRMP produced a savings of over $3.4 million dollars and received over 1,300 requests for device reviews, conducted over 100 site-visits and provided over 1,100 formal recommendations for equipment. Bruce Krug, State Contract Procurement Supervisor noted, "99% of the volume is leased and therefore replaced every 3 years which keeps the equipment fresh." These numbers along with the savings will only continue to grow in the years ahead. A significant return on investment through mass savings, inventory reductions and improved utilization of equipment and personnel resources are being seen in the State.
CRMP works directly with all state agencies to better manage their output devices and gain valuable insight into their individual needs and wants. Most agencies would rather work directly with CRMP personnel than vendors who often offer high pressure sales and overwhelming information. CRMP acts on behalf of the agency, reducing the chance of over-sized and/or overpriced purchases. The vendors must respond directly to CRMP. Knowledgeable personnel can provide consistent contractual support throughout the process. This helps to avoid any confusion. All ordering agencies are required to have a formal recommendation from CRMP. The vendor cannot process orders without a formal recommendation and purchase order.
The cost savings, inventory reductions, and better utilization of resources that Delaware has achieved can be duplicated in other states. The Delaware CRMP can easily serve as a template which can be customized by state, agency and/or department to best meet your individual needs. Engagement is the Name of the Game at NASPO's Midwestern Regional Conference

NASPO members gather in Rapid City, SD
|
Over fifty procurement professionals representing states from Ohio to Nebraska gathered last week in Rapid City, South Dakota, for the 2015 Midwestern Regional Conference.
The conference program was developed with the attendee in mind, and emphasized the peer-to-peer learning that is so valuable among procurement professionals. Sessions built around discussion, exercises and reflection questions covered some of the most critical issues facing procurement offices, particularly those highlighted in the Top Ten Focus Areas for State Procurement, 2015.
Whether the topic was spend analytics and data tracking, sole source procurements, NASPO ValuePoint and cooperative purchasing agreements, or methods for evaluating bids and proposals, participants were invited to engage, share their perspective and ask questions to help apply the content to the issues emerging in their states. The response was overwhelming, so watch for more opportunities for active learning and engagement at future NASPO events!

Save the Date: First Procurement U Web-Based Course to Launch August 26
|
The NASPO Procurement University is a multi-faceted professional development platform designed to assist state procurement officials and staff in building their skills, knowledge, and professional practice. This is the first web-based course offered exclusively for NASPO members. Please save the date: online registration will open by August 17. Participants will have access to course beginning August 26 and must complete all work by September 21 to receive a completion certification. Registration details will be sent out in August. Procurement U Course 201: Market Research Strategies Web-based, self-paced This web-based, self-paced course will define market research and how it influences decision making in public procurement. Market research provides important information to identify and analyze the market need, market size, suppliers and competition. Price: As the inaugural Procurement U web-based class, this opportunity will be available in a limited capacity at no-cost. NASPO members can enroll up to two central procurement office staff per state.
Who should attend? Important: this class is limited to two central procurement office staff per state. As an intermediate course, content is intended to enhance knowledge and skills to provide a strong and extensive foundation public procurement. Course content difficulty level is considered intermediate to advanced for participants with a sound knowledge base and a few years of procurement experience. Access to class is not restricted by position or experience, but suggested participants include intermediate buyer, entry-level buyer, procurement analyst, contract administrator, finance/accounting manager, risk management supervisor, compliance officer or legal counsel.
Materials Needed: Computer access and internet connection. Course materials will be available through NASPO's Online Learning Management System.
Contact Hours: Procurement U 201: Market Research Strategies qualifies for two contact hours for UPPCC certification or recertification. Participants can anticipate approximately two hours of work.

NASCA Launches Innovations in State Government Awards

The National Association of State Chief Administrators (NASCA), an association dedicated to state chief administrators and a partner of NASPO, launched Innovations in State Government Awards to provide for some well-deserved appreciation and recognition for state leaders and state administration best practices.
The Innovations in State Government Awards were established to recognize outstanding state administration department's programs that exemplify best practices and initiatives. NASCA will award one state department in each of the following categories:
* General Services (procurement, fleet, mail, printing, supplies, surplus) * Infrastructure (facilities, construction, information technology, telecommunication) * Financial Management (risk management, accounting, state budget, state insurance, audit) * Personnel (human resources, professional development training)
Submissions will be accepted from state government administration departments starting July 7 through 12 midnight on July 28.

NASPO budgeted to spend more than a million dollars in 2015 on professional development. How much has your state used so far?
Each member state/territory CPO has a professional development fund of $20,000 to use this calendar year. These funds are a benefit of NASPO membership to support our state procurement offices in identifying and utilizing best practices.
The Board of Directors revised the Professional Development Fund Policy and NASPO staff implemented a new submission form. Thank you to everyone for supporting the process! Many states are taking advantage of these funds - here are just a few examples you may not have thought of:

Attention CPPO and CPPB Fall Test Takers
|
Are you or one of your colleagues planning to take the CPPO or the CPPB exam in October 2015? NASPO is launching a new study group opportunity designed to help you prepare for your exam.
In August, NASPO will provide access to an online, facilitated study group for UPPCC exam takers. This study group is available at no cost to help any state procurement official who is preparing for a UPPCC exam. The study group for fall test takers will be available from mid-August until the test dates in October.
The study group will provide participants with access to an online community to: * share ideas on discussion boards
* attend webinars
* access to test prep documents
The study group will be hosted on NASPO's Online Learning Management System and log on credentials to that system will be provided to participants.
If you or your colleagues are preparing for the CPPO or CPPB exam this fall, please contact NASPO staff at procurementu@naspo.org for study group enrollment information.
Additional study groups are anticipated for NASPO members who are planning to take either exam in Spring 2016.

Invest in the Best: Why the Green Purchasing Committee Thinks Going Green is the Way to Go

Who?
The Green Purchasing Committee's (GPC) mission is to identify and share the best practices
in environmentally preferable purchasing (EPP)/green purchasing.
What?
The GPC has determined the best practices through their work on the Green Purchasing State Profiles (2015), Green Purchasing Survey (2015), NASPO's 2014 Green Purchasing Guide, and collaboration with other organizations such as the Sustainable Purchasing Leadership Council (SPLC) and Responsible purchasing Network (RPN).
When?
In January of 2009, NASPO created the Green Purchasing Policy which sought to leverage the purchasing power of state and local
governments.
Why?
EPP is beneficial because it conserves energy and national resources, limits environmental pollution and waste, improves public health, encourages clean technology, creates cost savings opportunities, and generates a balanced economy. NASPO's effort to achieve these goals includes the development of policies, programs, and information resources; because it is important to educate procurement leaders and decision makers on environmental issues as well as pr
esent viable solutions.
Where?
EPP is used by many states throughout the U.S. The details of EPP can be found in the State Green Purchasing Profiles which allows
access to in-depth information on individual state's green programs/efforts, NASPO's Green Purchasing Guide also provides information and guidelines for developing a green purchasing program in your state ,as well as the NASPO Webinar Series that gives information regarding the history and references for appropriate EPP application.
* 53%% of states of the 32 states participating in the survey have a "green purchasing" program
according to the Green Purchasing Survey.
* Nearly 88% of participating states surveyed have green requirements in solicitations.
* Approximately, 83% of states included in the survey data have green specifications for specific commodities and/or services.
