In case you haven't heard, March is Procurement Month! Many members are actively using this month as a way to promote the great things going on in state procurement.

Some states are celebrating Procurement Month with a Proclamation from their Governor; West Virginia, Utah, Colorado, Washington, Ohio to name a few. Other states are hosting Seminars and  sales events. Let us know what your state is up to this month to #celebrateprocurement so that we can share your great idea with the greater membership.

We will also be holding a Procurement Month celebration at our How to Market to State Governments Meeting next week. Stay tuned for more great ideas to come.

The  Trans Pacific Partnership Agreement is set to move to the US Congress for an up or down vote in 2016. This agreement contains an extensive government procurement section which is designed to further fair and open competition in all countries under the agreement making way for US vendors to gain better access into these foreign markets. Please join us for the fifth and final webinar of this year's Cronin Finalist Webinar Series. Our presenter will be Matt Jones from the State of New York presenting on their Finalist submission, New York State Vehicle Marketplace.

New York State Office of General Services, Procurement Services Division (OGS), has implemented a new way to buy Class 1 and 2 light-duty vehicles (including cars, vans, pickup trucks) that enhances competition and provides a greater selection of vehicles to meet contract user needs. This "Vehicle Marketplace" is where eligible contract users can go to purchase light-duty vehicles from contracted dealers via a mini-bid process. This improves service to users allowing them to get the right vehicle, at the right time, at the right price.

Inaugural State Training Coordinators Conference

Registration is now available for the inaugural Procurement U State Training Coordinators Conference. This event is an opportunity for NASPO members who coordinate state procurement training efforts to come together to share peer-to-peer solutions, identify curricula needs, learn about instructional methodology and exchange training resources.

Attendees will appreciate expert presentations, discussions and exercises on state and UPPCC certifications; principles of adult learning; instructional methodologies and examining evaluations versus assessments.


Procurement U State Certification Webinar
Procurement U recently hosted a  webinar on state certification. We are pleased to report that the webinar had a great turnout, with over 45 attendees and 25 states represented.

The guest speaker for the presentation was Daniel May, the Governance Manager, Governance & Training for the Florida Department of Management Services Division of State Purchasing. Daniel described the process that the Florida Division of State Purchasing Professional Development Team (PDT) went through in creating their "Certified Contract Manager Course."  

State Certification Toolkit is a comprehensive resource for NASPO State members who are developing a certification program or seeking to build upon their current program. Additionally, the toolkit now includes a case study which provides additional detail on the Florida Certified Contract Manager course and a recording of the webinar.

NASPO ValuePoint Management Board announced the creation of the NASPO ValuePoint Cooperative Education Fund. It is a new program to assist states in promoting in-state cooperatives. The Fund allows for reimbursement to the states up to $15,000 in calendar year 2016 for efforts providing education, outreach, media, media placement, conferences, etc. highlighting the value of cooperative purchasing within your state and with other states.

NASPO ValuePoint hopes this will be a useful aid in strengthening your in-state cooperative and encourages states to utilize the allocated funds.

New Names Around NASPO
We are excited to announce that  Alexandra Wilcox has accepted the  eLearning Specialist position and joined the NASPO team earlier this month. Alexandra, who has both bachelor's and master's degrees from James Madison University, is an experienced instructional designer.

Megan Smyth will be joining the research and policy team this week as a
Senior Policy Analyst. Megan has been a practicing attorney since 2008, most recently as a Senior Associate with Walters Meadows Richardson. She received her undergrad in philosophy (with minors in political science and communication) from Transylvania University and her juris doctorate from UK College of Law. 

Carolyn Turner, CPPO, CPPB, will also be joining the research and policy team in early April as Procurement Knowledge Specialist. Carolyn has more than 17 years of procurement experience with the Commonwealth of Kentucky, most recently as Strategic Procurement Specialist II in the Finance and Administration Cabinet. She is a past president of the Kentucky Public Procurement Association and a certified instructor for NIGP.

We look forward to welcoming these new team members. Alex and Megan will both be at the How to Market to State Governments Meeting this week, so feel free to make an introduction if you see them.
State Procurement Perspective Represented at national P3 Conference

NASPO Director of Strategic Program Krista Ferrell (second from left)  noted that three states have approved legislation so far in 2016. Twelve other states are considering measures. 
Public Private Partnerships (P3s) are gaining more attention at all levels  of state government as  an alternative method of revitalizing infrastructure and financing public improvement projects.  Historically used for infrastructure needs around transportation, P3s are evolving to meet needs in vertical building construction, economic development, and broadband infrastructure.  With this evolution of acquisition methods comes the need for states to understand this trend and how to source, bid, and manage these large scale projects. 

At the  P3 Conference  in Dallas in early March, Jason Soza, Chief Procurement Officer for the State of Alaska and Chair of the Emerging Issues Committee, and Krista Ferrell, Director of Strategic Programs learned more about best practices surrounding this emerging trend.   Go here to read more
