Be sure to submit ALL 2016 requests prior by this deadline for professional development, events, conferences, travel and reimbursements. Submissions received after this date will be processed in January and considered 2017 funds. All necessary forms can be found in the Member Central Library.

Procurement Perspectives: Data Analytics

NASPO recently invited members from Florida, Texas, and Virginia  to participate in a webinar to  share how their states are using the powerful tool of data analytics to improve procurement processes across the board. As Roz Ingram, Chief Procurement Officer of Florida, put it best, data analytics are "a roadmap for decisions." Coming to You in 2017: Disbursement Management System
In early 2017, NASPO will roll out an online disbursement system (DMS) to allow members to request expenses and payments electronically through the NASPO Network. This new system will eliminate the need to submit expense reports via email and allow you to scan or take pictures of receipts for submissions, allowing you to submit expenses from anywhere! Watch for announcements in the coming months about how and when to start using this new feature to submit reimbursements.
American City & County Features NASPO Research on Public Procurement Trends
American City and County's October/November Government Procurement magazine features "Procurement 20/20," which covers trends that will shape public procurement. The article includes insights from NASPO Executive Director DeLaine Bender on staffing trends and growth in the use of e-procurement systems.

... [In NASPOS] "2016 Survey of State Procurement Practices," 74 percent of respondents indicated the procurement responsibilities of the central procurement office have increased in the past two years. "While procurement responsibilities continue to grow, only 38 percent of responding states indicated a staff increase, which represents no improvement from the staffing challenges reported two years ago," Bender says. "Given that 62 percent of procurement offices are actually experiencing a staff reduction or no change in staffing, more needs to be done in the procurement workforce area to alleviate the rapid increase in responsibilities, which is not matched by additional staff to support workloads," Bender says. Those workloads, she says, are almost two times greater than those reported two years ago in the "2014 Survey of State Procurement Practices."

NCMA Interviews NASPO President, Larry Maxwell, Director of State Purchasing for the State of New Mexico

National Contract Management Magazine does a State and Local Contracting Profile on Larry Maxwell, Director of State Purchasing for the State of New Mexico, to discuss procurement within a major state purchasing agency, as well as the importance of engaging stakeholders to help accomplish their goals and developing training to better educate procurement staff on best practices.

  Action-packed Week in Salt Lake City
Earlier this month, NASPO members and leadership traveled to Salt Lake City for the Western Regional Conference and the Incoming Leadership Meeting.

Attendance was strong at the Western Regional  Conference  with attendees from twelve different states. Similar to the other regional conferences,  Procurement U also held an optional day of training on Negotiation Strategies.

On Friday, NASPO's Incoming Leaders meeting was also held in Salt Lake City. The 2016 board members and board members elected for 2017 openings
 gathered at the annual orientation and planning to learn about their roles and responsibilities as board members, review the bylaws, policies, procedures and committee structure. Staff members also provided a detailed update on the progress made on the current strategic plan.

UPPCC CPPO & CPPB Exam Prep Course Dates Have Been Announced
 
The prep courses are designed as a facilitated review of the UPPCC Body of Knowledge. The courses will provide resources, open discussion, case studies, and assessment tools which allow individuals to gauge individual exam readiness. Course participants are expected to have acquired knowledge in each of the domain areas, thorough training, professional experience, and understanding of the application to practice. While learning elements within the course cover the domain topic areas, this course is not designed to be instructional in nature, but rather a review of knowledge obtained prior to course participation. The course will have a facilitator who will be available to review the material, facilitate questions, and lead discussions.

Registration opens the week of November 28th.

Courses begin February 13 and run through April 16, 2017, but will remain open through the end of May for further studying leading up to the Spring Exam dates.
