This month I'm excited to share an update about NASW Florida's activities and current efforts to impact social workers and the individuals, families and communities we serve throughout Florida.

First, we had a very successful Legislative Education and Advocacy Day (LEAD) experience in Tallahassee. Looking out at a room of more than 800 social work students, faculty, NASW board members, and social work professionals was a moment of inspiration. The legislative priorities discussed were broad in scope, reflecting diversity in priorities and perspective.  Attendees were provided with legislative updates and training to prepare them to engage in advocacy around issues that align with our professional ethics and national priorities. 

At our annual rally on the back steps of Florida's Capitol, we reaffirmed our professions' commitment to social change. We were vocal in expressing an informed perspective on legislation impacting access to mental health services for children and veterans, a more just and fair criminal justice system, increased housing options for individuals experiencing homelessness, expanding language to include sexual orientation and gender as impermissible grounds for discrimination, improving resources for childcare professionals, and of course strengthening protections on multiple bills that address immigration.

We met with leaders of the Florida House of Representatives and the Florida Senate and witnessed students articulating an informed perspective about these issues. Many of the bills we supported are moving forward and we are hopeful that the impact of our efforts continues to make a difference. Our work is not over, and we need each of you to communicate with your legislators on these issues. Each of us is responsible for change.
 
Other activities include: Our active involvement as partners in creating a consortium with membership from Florida's social work programs to develop and implement a consistent curriculum on substance use disorders. Our team has been present at the 491 Florida Licensing Board meetings to ensure  our members are represented as decisions are made that impact service delivery. 

Finally, we have been preparing for our upcoming Annual Conference. This time around, we implemented a more streamlined process for proposal submission review and selection, resulting in earlier notification to selected presenters. As we finalize conference plans we are excited to again host a concurrent Student Summit that is developed by students throughout Florida.
 
As chair of the national Council of Chapter Presidents, I have been participating in national meetings to continue efforts to expand membership and increase professional development offerings and strengthen policy advocacy.
 
In closing, I invite you to join me in celebrating Black History Month by recognizing the contributions of social work trailblazers who galvanized our profession's commitment to equality and justice. We owe a debt of gratitude for their tireless efforts to create a path forward in the presence of racism, unfair hiring practices, and social injustice. Here are a few names to highlight: Thyra J. Edwards, Lester Blackwell Granger, Dorothy Height, Whitney Young, and our current NASW President Elect, Mildred C. Joyner.

Student Representatives Column

Hello NASW Family,

I hope all that were able to attend LEAD and enjoyed it! I personally loved seeing all the different schools getting the opportunity to interact. I think LEAD is such a powerful moment for everyone because we are trying to fight for the same things. 

Remember, March is Social Work month! This year's theme is Social Work Generations Strong which highlights that social workers have been working for generations to improve the lives of all people. Click here to learn more about this theme and its importance.

Also, June we will have our Student Summit at the Annual Conference.  I had the opportunity to participate last year. I loved being a part of it and getting the opportunity to network with different students and professions! 

Be on the lookout for more information regarding the summit! 

I hope to meet a lot of you this June in Orlando!

Florida Legislative Session Update

The Florida Senate gave final approval to a bill (SB 356 / HB 115) that would shield health-care providers from disciplinary action if they default on student loans. The House unanimously approved the bill last month, meaning it is now ready to go to Gov. Ron DeSantis

HB 1143 is in its last House committee, this bill provides the CMSW a scope of practice. The Senate version of this bill SB 782 has not been heard in a Committee.  There are two other bills which will bring changes to the 491 Statue, SB 230 / HB 713, both are in the final phase of passage. They would allow the 491 Board to consider alternatives if an Intern had not completed their licensure in a 5 year period. They would also allow an LCSW from another state to waive the educational requirements in the endorsement process.   

SB 7040 "Marjory Stoneman Douglas High School Pubic Safety Commission" which would require police officers at the schools to have mental health training and provide an annual report on the number and ratio to students of school social workers, school psychologists, and certified school counselors employed by the district or charter school and the total number of licensed mental health professionals directly employed by the district or charter school. This bill is in its last Senate committee, there is no House version.
 
Update - 2020 LEAD Bills:
 
(SB 206 / HB 161) "Florida Competitive Workforce Act;" adding sexual orientation and gender identity as impermissible grounds for discrimination in public lodging establishments and public food service establishments. This bill has not had any committee hearings.

( SB 610 / HB 285 ) Direct Filing of an Information: Removes references to state attorney's discretion to direct file juvenile; revises discretionary direct file criteria; provides for opportunity for hearing to reverse direct file. This bill has not had any committee hearings.
 
(SB 104 / HB 687) Expand mental health services for Veterans and their families by expanding statewide the 211 pilot program. The bill is in its last two committees in both the Senate and the House.
 
(SB 122  / HB 43) "Jordan Law" Improves/updates effective case management in child welfare. Passed one committee in the Senate and is scheduled for a House vote this week.
 
(SB 190 / HB 81) Support School Social Workers in the delivery of mental health services by expanding Medicaid School-Based Service. It is in the final committee in the Senate and scheduled for a vote in the House this week.

(SB 68  / HB 163) Update and expand funding for housing options for people who are homeless. In its final committee in the Senate and on the calendar for a House vote(2nd reading)
 
(SB 664 / HB 1265Verification of Employment Eligibility; Requiring public employers and certain contractors and subcontractors to register with and use an employment verification system by a specified date. The Bill is undergoing amendments as it moves in the Senate committees, not clear what the final version of the bill will look like but will have an impact on immigration employment. The House version has not been hear in a committee.
 
There are numerous bills passing through the Senate and House which will impact child welfare, mental health services and substance abuse services. NASW-FL will be reporting on the changes and new opportunities as the session moves toward the close on March 13.

2020 Election Dates

Election Day

A Presidential Primary Election is held on the third Tuesday of March in a presidential election year. The Primary Election is held 11 weeks before the General Election for purposes of nominating party nominees to be voted for in the General Election to fill a national, state, county, or district office. A General Election is held in November of every even-numbered year. The election dates for 2020 are:
  • Presidential Preference Primary Election: March 17
  • Primary Election: August 18
  • General Election: November 3
What is the Presidential Preference Primary?
  • The 2020 Presidential Preference Primary Election (PPP) is part of the nominating process in Florida for the United States presidential elections. In the PPP, voters registered with one of Florida's major political parties express their preference for the presidential candidate they would like to see representing their party on the General Election ballot in November.
  • After the PPP, designated political party delegates from Florida formally nominate the preferred presidential candidate at the respective party's national convention. These national conventions are typically held in July or August. Based on the party rules governing delegate voting procedures, the party decides at the convention which presidential candidate will represent the party on the General Election ballot.
Deadline to Register to Vote (Book Closing)

Eligible individuals can register to vote at any time.  The deadline to register to participate in upcoming elections is 29 days before the election.  The voter registration deadlines for 2020 are:
  • Primary Election: July 20
  • General Election: October 5

How to Up The Lovin' in Your Life!

Love is in the air because that's my intention no matter what day it is. 

Do you remember a time when you fell in love with someone?

You were completely smitten. 

You couldn't wipe the smile off your face?

Your eyes were dazed and sighs escaped your lips often?

When was the last time you felt that way about you?

Our clients come to us seeking help from broken hearts. 

How do you handle a broken heart?

When Valentine's Day came around, did you fill up with joy or dread?
Regardless of your thoughts towards Valentine's Day, I challenge you to  make it your best day everyday by stating the intention that it will be so. 

No matter what!!

The other day Tony Robbins, one of my mentors, popped into my inbox with a newsletter about relationships. He said, "The quality of our lives is the quality of our relationships."

Immediately I felt the spotlight shining on me as if daring me to ask, "Is the quality of the relationship with myself the best?"

I scanned my recent conversations with loved ones. I noticed on a few occasions I became frustrated with specific individuals. I kept digging and realized it was during a time when I was struggling with loving myself. About two months ago, I was filled with worry, uncertainty, and self-doubt. I was just about to make the scariest decision of my life and be authentic with my loved ones. 

I've noticed a pattern even before Tony popped his question within my life and those of my clients. I heard them say similar challenges they were experiencing with their loved ones. It was as if we were all struggling with the same problem, and it weighed us down.

Of course, I never shared these insights with my clients, just noticed the patterns and how our clients sometimes mirror the struggles we're going through.

Eventually, we all came to the same conclusion that our personal wellness was off-balance somewhere in our lives. As a stress release expert, I have years of experience noticing this and so was able to nip it faster in the bud. I then was able to support my clients as they slowly came to this realization too. First, the awareness of this issue, then we began the hard work of creating goals and action steps. That's self-love. 

The best gift you can give yourself today is unconditional love.

How will you love yourself today?
  • A new item (clothes, bag, shoes, car???)
  • Spending time with your partner?
  • Watching a movie alone at home with your cat?
  • Going out with friends or even alone?
  • Indulge in food and drink?
  • Snuggling with someone or a pet?
  • Other?
The gifts mentioned above are great for instant gratification, yet how about the long term?

What you eat and drink, who you spend time with, and what you do with your time influence the love you feel inside.

Investment in yourself is another way to express self-love. This can be done through programs, retreats, individual sessions, or workshops with like-minded people who also have the intention of living their best life through their relationships with themselves.

You deserve it!!!! You deserve love beginning with you!!!

If you want to up the lovin' in your life, then you have to experience it within yourself. When you're with others, who want to enjoy life, your vibration increases, which fills you up with love, and you naturally share it with others.

2020 Call for Presentations

You're invited to share your experience and knowledge with over 600 professionals from throughout the aging network.

Open Call for Presentations

You are invited to share your aging-related expertise, research, and promising practices by submitting proposals for presentations. All proposals must be submitted using the online submission form. Proposals for intermediate and advanced presentations are especially sought. In addition to invited faculty, the Program Sub-Committee competitively reviews proposals for conference presentations. Deadline for submission is February 28, 2020. Final selections will be made by April 6, 2020.

Presentation Formats

Presentations will be conducted Monday, Tuesday and Wednesday of the conference week, with approximately eight presentations scheduled concurrently. Presenters are asked to provide handouts and allow time for questions and participant interaction.

Presentations in any of the following formats will be accepted. Sessions are 60 minutes with a maximum of four presenters.

Workshops: "how-to" or "promising practice" sessions with Q&A
Panel Discussions: up to four panelists discuss a subject from different perspectives

Point Counter-Point: opposing views presented on provocative topics

NEW FOR 2020 - on Wednesday, August 26 all sessions will address Innovation & Technology Trends and include exclusive exposition opportunities!

Fees

All presenters are required to register for the conference, pay the registration fee, and pay for audiovisual rental costs associated with their presentation. A screen, LCD projector and podium microphone will be provided by FCOA at no charge to the presenter. All other equipment costs, including laptop or external speakers, are the responsibility of the presenter. AV order forms will be emailed to selected presenters.

Pre-Conference Intensives

Your proposal to conduct a Pre-Conference Intensive is also welcome. Pre-Conference Intensives will be conducted on Monday, August 24, 2020. Pre-Conference intensives are workshops or trainings that are 2 hours to 4 hours in length. The deadline for submissions is February 28, 2020. Attendees will pay a separate fee to attend these sessions. Pre-Conference Intensives are not included in the conference registration fee. To request a copy of the Intensive Proposal Instructions, please contact Colette Vallee at (850) 222-8877 or by email at moreinfo@fcoa.org.

All proposals must be submitted electronically by February 28, 2020. The proposal form will ask the following questions:
  1. Title AND Format. Please provide a workshop session title that will attract people to your session! The presentation formats are workshop, point counter-point, or panel discussion.
  2. Primary Contact Person AND List of Presenters. Please provide the primary contact person's name, position, agency, street address, city, state, zip, telephone, and email address. Please also provide this information for all presenters. The primary contact person receives all correspondence and invoices related to the presentation and is responsible for forwarding such information to all other presenters.
  3. Learning Objectives. Please list three learning objectives for the presentation. ("At the conclusion of the session, participants will be able to...")
  4. Description. Provide a 40-50 word description of the proposed presentation. This description will be used in the printed conference program for all approved workshops. Please use complete sentences (no bullets or lists please).
  5. Key Topic. Please state the key topic area for the proposal - see list above.
  6. Intended Audience & Skill Level. Please describe the intended audience(s) for your presentation (e.g. case managers, executives, nutrition programs, etc.) and the skill level of your presentation (e.g. entry level, intermediate or advanced).
  7. Presenter Qualifications. Please briefly describe each presenter's experience and training that uniquely qualifies them to participate in the proposed presentation in 2-3 sentences. A full CV or resume is not required.
All proposals must be submitted by February 28, 2020.

An Hour With Private Practice: Questions & Answers

2020 Schedule
An Hour with Private Practice: Questions & Answers (HOPP) is a free question and answer session for NASW members. Unless noted otherwise on the schedule, the call-in sessions focus on a specific private practice subject and are led by Mirean Coleman, LICSW, Clinical Manager at NASW. 

There is no registration and members can join in the discussion, ask questions, and make comments. These sessions provide members with important clinical social work updates impacting the delivery of mental health services in a private solo or group practice.

Medicare's Quality Payment Program

ATTENTION CLINICAL SOCIAL WORKERS WHO ARE MEDICARE
PROVIDERS: QUALITY MEASURE REPORTING NOT REQUIRED

The Centers for Medicare and Medicaid Services (CMS) has issued final regulations for Medicare reimbursement for Calendar Year (CY) 2020. Medicare's Quality Payment Program (QPP), Merit-based Incentive Payment System (MIPS), will exclude clinical social workers (CSWs)
during the performance period of January 1 through December 31, 2020.

Although CMS has excluded CSWs from reporting measures for CY 2020, the agency has finalized a CSW measure set in the event CSWs are added to the MIPS eligibility list through future rulemaking. The measure code set includes 14 measures identified by CMS for
appropriate use by CSWs. CMS has reported that they may reassess each individual measure on a case-by-case basis to ensure appropriate inclusion in the measure set. The measure set for CSWs is listed at the end of this practice alert.

NASW encourages its members to familiarize themselves with the list in the event they become eligible providers for MIPS during the performance year of 2021. Final regulations for MIPS may be released during the fall of 2020. For additional information, CSWs may contact QPP directly at QPP@cms.hhs.gov or by calling 1-866-288-8292.
