Message from Chapter President
|
Greetings,
This month, instead of a President's message, I have compiled resources that I hope will be helpful as you take care of yourself, your family, and your community. Of course, it is still National Social Work Month and I am reminded every day of the innumerable contributions social workers make to creating and sustaining the health and well-being of our society. By infusing research, evidence-based practices, and culturally relevant interventions with hope, compassion, and advocacy, we continue to make a difference on macro, mezzo and micro levels. Thank you for the work you are doing!

President Trump Expands Telehealth Benefits for Medicare Beneficiaries During COVID-19 Outbreak
|
The Trump Administration announced expanded Medicare telehealth coverage that will enable beneficiaries to receive a wider range of healthcare services from their doctors without having to travel to a healthcare facility. Beginning on March 6, 2020, Medicare-administered by the Centers for Medicare & Medicaid Services (CMS)-will temporarily pay clinicians to provide telehealth services for beneficiaries residing across the entire country.
Additional telehealth guidance issued today:
CMS issued additional Medicaid guidance that is intended to assist states in understanding policy options for paying Medicaid providers that use telehealth technology to deliver services.
The Office for Civil Rights (OCR) at the Department of Health and Human Services (HHS) released a Notification of Enforcement Discretion for telehealth services during the COVID-19 national emergency. The notice describes how OCR will exercise its enforcement discretion to not impose penalties for noncompliance with the regulatory requirements under the HIPAA Rules against covered health care providers in connection with the good faith provision of telehealth during the COVID-19 nationwide public health emergency.
This guidance, and earlier CMS actions in response to the COVID-19 virus, are part of the ongoing White House Task Force efforts. To keep up with the important work the Task Force is doing in response to COVID-19 visit www.coronavirus.gov. For information specific to CMS, please visit the Current Emergencies Website.

Social workers, like many health and behavioral health professionals, are concerned about the impact of coronavirus disease 2019 (COVID-19) on their well-being, the people to whom they provide services, their families, and others in the community.
NASW has been working on multiple fronts to prevent the spread of COVID-19 and ensure access to services, such as advocacy to ensure insurance coverage for teletherapy. Social workers are in a unique position to promote disease prevention efforts (including disseminating accurate information from trusted sources), and to help address anxiety and other concerns that are arising as a result of this public health crisis.
Below are resources to support social workers in this role. As the situation continues to rapidly evolve, NASW will continue to monitor developments and work to protect social workers and the clients we serve.
Find Reliable Information About COVID-19
The Centers for Disease Control and Prevention (CDC) is the leading national public health agency in the United States and provides information and updates on COVID-19 as it becomes available.
Social workers may also consult other reliable sources for current information and setting-specific guidance, including:

Telehealth and Social Work in Florida during the Coronavirus Pandemic
|
For many social workers navigating the challenges of the public health needs with the needs of clients and personal care can be difficult. Using technology can be a great asset that is being recommended by many including agencies, funders and insurances. This brief is designed to outline basic concepts that need to be addressed in the use of technology. This is in no way designed to be an all inclusive or in-depth document; rather, an outline to encourage practitioners to explore their own needs and resources as well as options for care. Additionally, it is recommended to stay up to date via
https://www.socialworkers.org/Practice/Infectious-Diseases/Coronavirus
.
When discussing the use of technology it is important to understand some basic terminology. Often telehealth and teletherapy are used interchangeably, both referring to any type of therapeutic communication with a client via a third party platform. Legally state definitions vary on use of language such as telehealth vs telemedicine, there is also telepsychiatry, teletherapy and
telepractice.
In the state of Florida, Statute 456.47 definition notes:
"Telehealth" means the use of synchronous or asynchronous telecommunications technology by a telehealth provider to provide health care services, including, but not limited to, assessment, diagnosis, consultation, treatment, and monitoring of a patient; transfer of medical data; patient and professional health related education; public health services; and health administration. The term does not include audio only telephone calls, e-mail messages, or facsimile transmissions."
Take note of state specific restrictions. Many states specify the use of and limitations of "live" or "interactive" and state exclusion of store and forward or RPM. Additionally, many states have specific requirements such as necessary special licenses.
Concepts that are critical for consideration and are detailed more below include:
B.
State and Federal Legal Mandates
C.
Confidentiality, Informed Consent and Other Ethical
Considerations
D.
Assessment of risk and establishment of a process should a
risk
arise

In 2020, this popular professional development course is being offered in the beautiful city of Reykjavik, Iceland. The course gives participants the exciting opportunity to see clinical social work-its theory, practice, and diversity-in a larger international arena, a vantage point that has become increasingly more important in our current global society. A large focus of the program will be on current social social issues in Iceland and how these are being addressed by the professional social work community.
