Bankers Advocating for Bankers

Last week, Nebraska bankers and NBA staff were in Washington, D.C., to meet with Nebraska’s congressional delegation and advocate for policies that strengthen our industry and communities. They discussed the role banks play in driving Nebraska’s economy and the challenges that continue to hinder our ability to serve customers effectively.

During the visits, several legislative priorities were discussed, including:

  • Fraud - Addressing rising fraud concerns impacting banks and their customers
  • Supporting the ACRE Act - The Access to Credit for our Rural Economy (ACRE) Act, which would expand access to credit for farmers and ranchers and in rural communities
  • Opposing ESG-Related Mandates - The Fair Access to Banking Act, which could impact how banks manage risk and lending practices
  • Credit Unions and Farm Credit - Promoting tax and regulatory fairness to level the playing field and protect consumers

In addition to these meetings, attendees participated in the ABA Washington Summit, where they heard insights from Treasury Secretary Scott Bessent, Acting FDIC Chairman Travis Hill and key members of Congress, including Rep. French Hill and Sen. Tim Scott.

Your Voice Matters

Federal policies directly impact Nebraska banks and the communities they serve. In D.C., Nebraska bankers shared real stories of how these issues impact their banks. Those conversations were an important first step. Engage with the legislative process by staying informed of issues impacting our industry.

Nebraska Bankers Attend ABA Emerging Leaders Forum

Last week, members of the NBA Leadership Class of 2026 and several Emerging Leaders scholarship recipients took part in discussions on national policy and the future of banking at the ABA Emerging Leaders Forum, held in conjunction with the ABA Washington Summit. Attendees learned how to: develop mental agility and adapt quickly; communicate with maximum impact; become forward-thinking and collaborative while leading the banking industry into the future; and leverage knowledge to develop relationships with congressional delegates. Congratulations to the bankers from First Nebraska Bank, First State Bank Nebraska, Midwest Bank, Security National Bank and Union Bank & Trust who received scholarships to attend.

Every year the NBA and ABA team up to offer Emerging Leader scholarships to encourage attendance at the ABA Emerging Leaders Forum and Washington Summit. Next year’s event is scheduled for March 9-11.

Court Vacates CFPB Credit Card Late Fee Rule

A federal court has vacated the Consumer Financial Protection Bureau’s (CFPB) credit card late fee rule. The CFPB acknowledged it exceeded its authority under federal law and requested the rule be struck down. Last year, the American Bankers Association, Texas Bankers Association, the U.S. Chamber of Commerce and others filed a lawsuit challenging the rule.

Q: Our bank notified a customer that their provisional credit (following our Regulation E error resolution investigation) was finalized, but then the merchant issued a credit as well. Is the bank able to recapture our provisional credit? (Or the merchant credit?)
