The IRP funds provide NCA with greater flexibility in making loans to businesses with its variety of uses and terms.

Since its inception in 1989, the NCA has received over $6.6 million in capitalization from State and Federal sources. Over the next four newsletters, you will learn more about the different funding sources that make-up the NCA’s loan fund and what it means for how we make our loans.
United States Department of Agriculture’s Intermediary Relending Program (IRP) is unique in that the NCA actually BORROWS the funds from the U.S. government. These are 30-year loans at 1% to be repaid in annual installments. The NCA has received the following loans over the past 30+ years: $1,000,000 in 1992, $1,000,000 in 1994, $500,000 in 2000, $750,000 in 2004, and $750,000 in 2010. It is hard to believe that the first loan will be paid in full in 2022!
With each repayment received from a borrower, it goes back into the IRP fund and becomes available for another business to borrow. Since 1992, the NCA has lent over $10.2 million in USDA IRP funds. IRP funds are eligible for a wide variety of uses such as acquisition of real estate or business assets, capital improvements, machinery and equipment, inventory and working capital, and the term of the loan can match the useful life of the asset.

Adams Glass is residential and commercial glazing contractor dealing in retail glass, screens, acrylic, and polycarbonate glazing products.
Our projects range in size and scope from very small screen repairs up to large commercial projects with storefronts and curtain wall applications. With a staff of 7 in 2016 the company has grown to employ around 20 people year round.
Adams Glass, despite the pandemic, has had a strong year and was able to continue a growth path. The company invested in new equipment to assist with fabrication and production efficiency, which has sustained growth on the commercial side of the business.

Marijean Remington is also very active in the business community, serving as President of the North Country Alliance Board of Directors, a member of the St. Lawrence County Economic Development Advisory Board, and as a Board Member of CenterState CEO. She strongly believes in the missions of these organizations and the positive impact they have on our communities. Marijean is proud to be able to give back to the local business community that has supported ATL through the years, and is passionate about recruiting and retaining people, families, and businesses in the North Country.

ATL is a full-service engineering support firm that offers Geotechnical, Environmental, and Construction Material Testing services. ATL is based in Canton and has ten offices across New York State.
