Op-Ed: Banks Want to Strengthen the Clarity Act - Not Kill It

CoinDesk, a daily news site for the cryptocurrency, blockchain, and digital asset industry, has published an excellent op-ed by Rob Nichols, president and CEO of the American Bankers Association. In the article, Nichols makes the case for how the banking industry is seeking to strengthen the Clarity Act, not kill it.

Nichols explains: 

  • how bank deposits are the lifeblood of the U.S. economy,
  • details how the Clarity Act needs simple fixes to prohibit stablecoin rewards that are substantially similar to interest payments, and
  • squarely addresses misinformation and disinformation, including false claims that ABA had agreed to the current language on stablecoin rewards in the bill – drawing instead a critical distinction between agreement on a policy objective and agreement on whether a proposal effectively implements that objective.

The article provides a good primer on the issues and can help frame your comments in speaking with elected officials, regulators, and the public about stablecoin-related issues.

Bank Closure in Philadelphia 

Tioga-Franklin Savings Bank in Philadelphia was closed on Friday by the Pennsylvania Department of Banking and Securities, which appointed the FDIC as receiver. The FDIC entered into an agreement with Second Federal Savings and Loan Association of Philadelphia to assume all deposits and purchase substantially all assets of Tioga-Franklin Savings Bank.

As of June 30, 2026, Tioga-Franklin Savings Bank had one branch location and reported total assets of $68 million and total deposits of $67 million.

This marked the fifth bank failure nationally in 2026.

Cyber Resources

The ABA, the Financial Services Information Sharing and Analysis Center (FS-ISAC), and the U.S. Department of the Treasury's Office of Cybersecurity and Critical Infrastructure Protection (OCCIP) have compiled recommendations, along with U.S. government and private-sector resources, to help financial institutions prepare for and respond to significant events, such as cyberattacks, technology outages, and natural disasters, that may affect operations.

North Carolina Banks on Forbes List of Best Banks

Forbes has published its 2026 ranking of America’s Best-In-State Banks. Online-only banks as well as larger institutions with branches in 15 or more states were excluded. In North Carolina, the publication highlights United Community, United Bankshares, HomeTrust Bancshares, Fidelity Bank, and First Horizon Bank.

North Carolina banks have an opportunity to meet the next generation of banking talent at App State Bank Day, taking place September 9 from 5:00–7:00 p.m. at Appalachian State University in Boone. Atlantic Union Bank Opens New Morrisville Branch

Atlantic Union Bank celebrated the grand opening of its new branch in Morrisville, marking the first of several planned branch openings across North Carolina in the months ahead.

During the ribbon-cutting ceremony, Branch Manager James Pensado presented a $5,000 donation to Meals on Wheels Wake County.

NCBA President and CEO Peter Gwaltney joined the celebration and recognized Atlantic Union Bank President and CEO John Asbury, Maria Tedesco, Jo Anne Mills and the bank’s leadership team for their continued investment and expansion in North Carolina.

Huntington Bank Celebrates New Kernersville Branch Opening

Huntington recently celebrated the opening of its new Kernersville branch at 250 E. Mountain Street with a community event attended by approximately 60–70 guests.

As part of the celebration, Huntington presented the Kernersville YMCA with a $10,000 donation, highlighting the bank’s commitment to supporting the communities it serves. Darrell Rogers, NCBA Director of Member Services and Senior Vice President, attended the opening and joined Huntington leaders and members of the Kernersville community for the celebration.

The new location expands Huntington’s presence in North Carolina and will serve individuals and businesses in the Kernersville area.

KS Bank to Bring Full-Service Community Banking Back to Roseboro, NC

KS Bank is bringing community banking back to Roseboro, becoming the first community bank to open in the area following a nearly four-year absence. The new branch is expected to open in November at 201 E. Roseboro Street in downtown Roseboro, with support from town leaders, local businesses and residents.

The Roseboro branch will offer in-branch teller services, a drive-thru, ATM and digital banking, along with deposit and loan products for individuals and businesses, mortgage services and wealth management. The opening will mark KS Bank’s 13th location.

Pinnacle Financial Partners’ Jim Graham Celebrates Retirement After 63 Years of Banking

Bankers, colleagues and friends recently gathered to celebrate the retirement of Jim Graham of Pinnacle Financial Partners, marking the conclusion of an extraordinary 63-year career in banking.

Guests received red buttons reading “Jim Graham is my friend,” a fitting tribute to someone whose long career has been defined not only by his contributions to the industry, but by the relationships he has built along the way.

Congratulations to Jim on a remarkable career and a well-earned retirement.

Gould Defends Charter Approvals for Crypto Activity

Noting more than half of recent bank charter applications received by his agency involve digital assets, Comptroller of the Currency Jonathan Gould said in recent remarks at a blockchain symposium that his job isn’t about “incumbent protection” but rather preserving the integrity of the banking system.

The comptroller said the OCC has received 40 applications for bank charters in roughly the last 18 months, with 23 involving digital asset activity. “When I look out further to the pipeline of potential applicants for bank charters, it is becoming ordinary course to involve and integrate payment stablecoins, etc., in the business plans that we are now seeing presented to the OCC for consideration.”

North Carolina Bankers Association Supports Launch of Industry-Owned Blockchain Network

Representing one of the most expansive efforts among state bankers associations, BankChain Alliance is creating an industry-owned, industry-designed and industry-governed network built on a common blockchain platform.

The BankChain Alliance network will allow participating financial institutions the ability to provide emerging banking capabilities while maintaining the regulatory standards, security, and trust that customers expect from their banks. Examples of such innovations are smart payment tools, tokenized deposits, stablecoins, automated settlement, and other innovations.

The Alliance is undergoing a rigorous process to select a technology partner and is targeting a 2027 launch. The BankChain Alliance network will be interoperable with other networks and will invite ownership from banks across the country.

In conjunction with Pearl Meyer, the North Carolina Bankers Association is pleased to announce that the 2026 Banks of the Carolinas Compensation Survey is available for purchase. This comprehensive survey provides reliable benchmarking data, helping you make informed business decisions by comparing information relevant to your institution’s asset size, industry standards, and competitors in the banking sector.

Also recently published is the South Atlantic Bankers Associations Survey. 

This year's survey reports represent:

  • 41 NC and SC institutions; 188 Southeast institutions  
  • Over 6,100 incumbents reporting in NC and SC; over 23,600 incumbents in the Southeast
  • 187 banking positions reporting in NC and SC
  • 300 banking positions reporting in the Southeast

The effective date of the data for this survey is April 1, 2026.

The survey fees are:

Fifth Third Continues Triad Expansion

Fifth Third Bank has filed plans for a second Winston-Salem branch as part of its continued expansion across the Triad. The Cincinnati-based bank plans to open 10 locations in the region over the next 18 to 24 months, including two branches each in Winston-Salem and Greensboro.
