NCDAVE Home Birth Updates

Effective February 22, 2024


Dear Partners,


Thank you for your assistance in supporting the close out of birth and fetal death reporting. Effective Thursday, February 22, 2024, we are asking birth registration partners to suspend registering 2023 Home Births in VRAS. Partners will have the ability to register Home Births that occurred in 2023 and 2024 in NCDAVE under the Birth Registrar Role. Once the registration records are submitted, they will undergo review in the State Register queue. Please ensure that all necessary documents and documentation are uploaded and attached to the corresponding cases in NCDAVE. 


To confirm who should have the ability to certify Home Births, we need confirmation from either the Health Director or the Vital Records supervisor to be sent to [email protected].  


  • NOTE: For previously registered calendar year 2024 births that do not contain a local file number, NCOVR is testing a system change to address the issue and will provide more information next week. In the meantime, if you have urgent issuance needs for a 2024 home birth, please contact [email protected] to obtain assistance with a temporary workaround.
