Upcoming - New HBR Training

In January, we will hold a training for new HBRs. This training is also open to benefit reps wanting a refresher. We will have two separate sessions, one to go over all benefits in detail and one to go over the HBR Admin Manual. Both sessions will be recorded if you are unable to attend.

Documentation for Changes on NCFlex Benefits - Reminder


This year, we began requiring supporting documentation for life event changes that affect NCFlex benefits. Please visit the NCFlex HBR page to view more information, including what documentation is required. Documentation should support the change occurring. For example, if someone adds dental due to "Loss of Other Coverage", their documentation should show another dental plan ending.


While we do not require documentation at this time to verify dependents, we do require SSNs to be entered for dependents covered by a plan. If someone is only a beneficiary, SSN is not needed. Our team conducts audits on a monthly basis to find missing or invalid SSNs.

After Enrollment: NCFlex ID Cards and EOIs

Here is some information regarding the NCFlex plans and materials employees may receive or be able to access after their enrollment:


Flexible Spending Accounts -

  • A convenience card is mailed to first-time users (for those that have both HCFSA and DDFSA, only one card is issued) and only re-issued if reported lost or stolen, or once it expires after three years (your “Valid Thru” date is listed on the card). For security, please note these cards come in plain envelopes with minimal markings.
  • Additional cards can be requested by logging onto ncflex.padmin.com or by calling 1-866-916-3475. Note that a claims kit will be emailed to all participants (mailed to those without a valid email address on file with P&A) and can also be found in the FSA section of ncflex.org.

Dental -

  • Cards with a unique ID will be issued to new employees who enroll and will only be re-issued to existing participants if they transfer to a new job or make changes to their plan. If cards were not/are not received or additional cards are needed, employees can contact MetLife at 1-855-676-9441.
  • Generic cards (without a unique ID) can be printed after logging onto mybenefits.metlife.com (the company name is NCFlex). A generic card can also be found in the dental section of ncflex.org.  Cards are only required the first time you visit your dentist or if you change dentists.

Vision -

  • Cards are only mailed to new participants. Additional cards can be accessed by logging onto www.eyemedvision.com/NCFlex, logging into the EyeMed app, or by calling 1-866-248-1939. ID cards are not required to visit a provider.

Accident, Critical Illness, AD&D* and Group Term Life* -

  • Certificates, claim forms, and other information can be found in each plan's section of ncflex.org. ID cards are not provided for these plans and are not required. New Accident and Critical Illness certificates will be posted as soon as they are available with changes for the 2023 plan year.
  • The Critical Illness plan will change vendors effective 1/1/2023 from Allstate to Voya. Postcards will be mailed to everyone enrolled in the Critical Illness plan as of 1/1/2023.
  • Postcards for the Accident, AD&D and Group Term Life plans will be mailed to new enrollees for 2023.
  • If an employee enrolled in Group Term Life for the first time (above $20,000) or increased their amount above the guaranteed issue amount, they may have already received an Evidence of Insurability (EOI) to complete and send back to Voya. EOI forms were sent via email to those with a valid email address and mailed to those without a valid email address.

Cancer -

  • Welcome letters are mailed to new participants and to anyone who makes a change to their coverage during open enrollment. Certificates, claim forms, and other information about these plans can be found at ncflex.org.
  • Allstate also has a portal where employees can view their coverage and claim information: Log into your account. ID cards are not provided for this plan and are not required.

Disability* -

  • There are no mailings for this plan; however, plan details and vendor contact information can be found in the disability section of ncflex.org.
  • EOI was only required during Open enrollment this year for anyone who was enrolling for the first time and had been previously denied. If EOI was not completed electronically during OE, employees may still have time and should contact The Standard at [email protected].


*Employees of the University System of NC are not eligible to participate in the NCFlex AD&D, Group Term Life or Disability plans for 2023.
