An Important Message for NC Health Benefit Representatives

Reminder - DDCFSA Deadline Approaching

As of 2019 the NCFlex Health Care Flexible Spending Account switched to a rollover. However the Dependent Day Care Flexible Spending Account (DDCFSA) follows the grace period as in previous years. Please remind your employees that they have until March 15 to use any left over 2018 funds in their DDCFSA and until April 30 to files claims for their 2018 account.

Information on eligible DDCFSA items can be found in the NCFlex Enrollment Guide . The 2018 NCFlex FSA Claims Kit, claims form, and details of how to upload a claim can be found in the FSA section of the NCFlex website.
1099 Forms for Accident Plan - Incorrect

Voya issued 1099 forms for participants of the Accident plan who received over $600 in benefits in 2018. The original 1099s were incorrect due to an amount being in the wrong box. These forms were reissued last week to affected employees. A sample of the letter sent to employees is available here .
Deadline for
Open Enrollment Exceptions

The last day to submit exceptions for open enrollment issues is March 15. To submit an exception, complete the exception form on the  NCFlex HBR Webpage . Include all pertinent details to help us process your exception as quickly and accurately as possible.

Dependent Day Care exceptions will still be considered after this date if an employee enrolled in the DDCFSA in error.
Upcoming HBR Training

In January we announced upcoming HBR trainings. This training covers administrative topics. There are still three training dates remaining, if you'd like to register (see below). If you or any of your staff are new to NCFlex benefits, or would like a refresher on the basics, we are offering our New HBR Training again.

This New HBR Training is an introduction to NCFlex. The first half of the day will focus on the NCFlex products (Benefit Overview) and the second half will focus on the NCFlex Administration Manual. This will provide a basic understanding of the NCFlex program.

Be sure to sign up for both the Benefit Overview and Admin Manual Training, as they are separated out into different events. This training is being offered on two different days and you can choose to attend both sessions in one day or each session on a different day.
Changes to Term Life and AD&D
effective January 1

In fall 2018 Voya met with NCFlex to offer some positive changes to the Term Life and Accidental Death and Dismemberment contracts without changing premiums. The following changes are small but worth noting. Here is a brief description of the changes:

Changes to Term Life
  • Definition of child
  • Prior to January 1: 14 days to 26 years old
  • Starting January 1: Birth to 26 years old
  • Spouse age reduction
  • Prior to January 1: The amount of the spouse's insurance coverage decreased to 50 percent on the employee's 75 birthday.
  • Starting January 1: The amount of the spouse's insurance coverage will decrease to 50 percent as of January 1st following the employee's 75 birthday. Coverage cannot be increased once reduced due to age.

Changes to AD&D
  • Employee age reduction schedule
  • Prior to January 1: Beginning on or after participant's 70 birthday, ReliaStar Life paid a percentage of the amount otherwise payable as follows:
  • From participant's 70 birthday to age 74 - 65 percent
  • From participant's 75 birthday to age 80 - 45 percent
  • From participant's 80 birthday to age 84 - 30 percent
  • From participant's 85 birthday and after - 15 percent
  • Starting January 1: Participant's amount of insurance will decrease to 50 percent on January 1 following his/her 75 birthday. Coverage cannot be increased once reduced due to age.
  • Payment of proceeds/payment of claims
  • Prior to January 1: In the event of death, if no beneficiary was listed, benefits were paid to the estate.
  • Starting January 1: If there is no eligible beneficiary or if the participant did not name one, proceeds pay in the following order:
  1. Spouse
  2. Natural and adopted children, in equal shares
  3. Grandchildren, in equal shares
  4. Parents, in equal shares
  5. Siblings, in equal shares
  6. Estate

Site Visit Request

As mentioned recently, NCFlex has created a form to be completed for anyone who would like to request a site visit . The request could be for benefit fairs, employee sessions, HBR refreshers, enrollment meetings, lunch and learns, etc.

The form has been placed on the HBR portion of our website. Janis Alford, our new Administrative Assistant will be the point of contact. Therefore, if you complete the form you most likely will hear from Janis. NCFlex now has a traveling consultant, Cindy McNeil, who will be doing a lot of these visits. Some of you may have already had the pleasure of meeting her.
Voya's EOI Process

An announcement was made in the January HBR Newsletter regarding a change to the Term Life EOI approval process. At this time, the process will remain unchanged. However, we anticipate in the coming weeks, approved EOIs will appear on the task list and will require HBR approval. More details to come.
P&A Mobile App Now Available

P&A has recently launched their mobile app making it even easier for Flexible Spending Account participants to view their account balances, upload claims and order additional cards.

Employees who have registered online may log into the app to access their account(s) or may register for the first time. They may choose to access the app with a fingerprint authentication and receive push notifications for their account(s).

The mobile app can be found be searching "P&A Group" in the iTunes App Store or Google Play.
