An Important Message for NC Health Benefit Representatives
November 2021
Open Enrollment Exceptions

Now that open enrollment for the 2022 plan year has ended, we are beginning to receive post-enrollment exception requests. We will accept these requests through March 15. Not all requests will be approved and we ask that you do not submit requests simply because an employee changed their mind or realized they needed a different plan after enrollment.

If your employee(s) missed their window due to extreme circumstances or believe an error was made while enrolling, please consider putting in an exception request sooner rather than later. NCFlex exceptions can be submitted via the form found on the HBR portion of our website and must be submitted by an HBR on behalf of the employee.

Keep in mind, NCFlex exceptions are separate from State Health Plan exceptions.
HBR Upcoming Training -
QLE Documentation and New HBR Training

In December, NCFlex will have two opportunities for you to join virtually for us to go over what to expect in January when we begin to require documentation for QLEs. The dates and times of these sessions as well as a registration link can be found on our Upcoming Trainings page. You can also register from the links below.
Also, you will find information on the Upcoming Trainings page, to join us for a new HBR training in January. This training is intended for anyone who has recently taken on a role to help employees with NCFlex benefits, or anyone wanting a refresher. We will go over all of the benefits as well as the HBR Admin Manual.
Employee Webinar Opportunities -
Term Life and Accident
This month we are discussing our Term Life plan through Voya. Topics include the what Term Life is, the free benefits included, and the continuation options.
In December we will discuss our Accident plan through Voya. Topics include how the plan works, what types of injuries are covered and how to file a claim.
This information has been shared in the November Member Newsletter, however, since we do not have e-mails for all employees, some do not receive our newsletter, so please share the webinars page with your employees: https://oshr.nc.gov/ncflex-benefits-employee-webinars.

Don't forget, the webinars page also includes recordings of prior sessions. Scroll towards the bottom of the page for related, helpful documents.
NCFlex Coverage Continuation: Transfers and Separation from Employment

NCFlex benefits are sponsored by the state. If an employee transfers within state government (less than a 31 day break) to another agency, university, select community college or select charter school, their NCFlex benefits transfer with them. Benefits must remain the same during a transfer.

Also, if the employee leaves employment, most of these plans have options to continue coverage either at the same rate they pay as an employee or a small percentage more.

Have an employee thinking about retirement soon? Make sure they know their options when they leave. The following chart lists each plan and continuation options that are available: Continuation of Coverage through NCFlex
