As school districts prepare for the 2026-2027 school year, it is crucial to ensure school staff, including local liaisons and community partners, are equipped with up-to-date information to identify, determine eligibility for, and provide support to children and youth experiencing homelessness (CYEH) under the McKinney-Vento Homeless Assistance Act (McKinney-Vento Act). New NCHE Resources 


Tool: Navigating McKinney-Vento Disputes: A Checklist Tool for Local Educational Agencies 

 

NCHE recently released a tool to support local liaisons and other local educational agency (LEA) stakeholders in overseeing the resolution of disputes under the McKinney-Vento Act. Navigating McKinney-Vento Disputes: A Checklist Tool for Local Educational Agencies translates statutory requirements into actionable, step-by-step guidance for LEAs navigating an active dispute. The tool includes three checklists to help LEAs meet McKinney-Vento Act requirements while ensuring CYEH continue to receive the rights and services they are entitled to during the dispute process.  


Brief: Dispute Resolution

NCHE recently updated its Dispute Resolution brief, which identifies the key provisions of the McKinney-Vento Act related to dispute resolution and provides requirements at the state educational agency (SEA) and LEA levels. The brief summarizes what is disputable under the McKinney-Vento Act and includes valuable implementation strategies for state coordinators and local homeless liaisons.  


Brief: Understanding and Implementing School Selection and Best Interest Under the McKinney-Vento Act


The recently revised NCHE brief Understanding and Implementing School Selection and Best Interest Under the McKinney-Vento Act explains the key provisions of the McKinney-Vento Act related to school selection and best interest determinations for CYEH. The brief features a checklist for framing conversations about best interest determinations with parents, guardians, and unaccompanied youth, as well as strategies to support smooth transitions in the event of a school transfer. 


Brief: Enrolling Children and Youth Experiencing Homelessness in School


The recently revised NCHE brief Enrolling Children and Youth Experiencing Homelessness in School is organized around four focal areas: enrollment barriers, immediate enrollment, school selection, and full participation in school. The brief describes the common barriers CYEH experience with enrolling in school and summarizes the key provisions for enrollment of CYEH under the McKinney-Vento Act. Strategies for implementation are provided, including reviewing and revising policies, training staff, and working with community partners to ensure immediate enrollment of CYEH in school. 


Tool: Education for Homeless Children and Youths (EHCY) Program Local Educational Agency Informal Needs Assessment


NCHE recently updated its Education for Homeless Children and Youths Program Local Educational Agency Informal Needs Assessment to support LEAs with conducting an annual review of data and activities to ensure the local EHCY program meets the needs of CYEH by identifying gaps, prioritizing needs, and making improvement plans. The tool walks through 14 focal areas that reflect the provisions of the McKinney-Vento Act and provides space to document the status of each focal area, areas for growth, and next steps.   


Brief: Maximizing Credit Accrual and High School Completion for Students Experiencing Homelessness


NCHE recently released this brief outlining key McKinney-Vento Act and Title I, Part A provisions to support students experiencing homelessness in achieving high school completion. The brief offers practical guidance and promising practices for awarding partial credit, using alternative learning formats, and leveraging data to identify students at risk of not completing high school.


Tip Sheet: Strategies for Addressing Credit Accrual for Children and Youth Experiencing Homelessness


NCHE also recently updated this tip sheet, offering SEA- and LEA-level strategies for credit accrual and recovery, organized into easy-to-follow topical areas. Together, the Maximizing Credit Accrual and High School Completion for Students Experiencing Homelessness brief and this tip sheet provide a comprehensive approach to meeting CYEH's credit needs.

McKinney-Vento Eligibility Determinations: Understanding Doubled-Up Living Arrangements (April 2026)


This webinar recording helps viewers strengthen their understanding of doubled-up living situations and apply the definition of homeless under Subtitle VII-B of the McKinney-Vento Act to make eligibility determinations for children and youth in shared housing arrangements. Viewers learn strategic questioning techniques to gather the information needed to make eligibility determinations and navigate complex shared housing scenarios. In addition, viewers receive guidance on documentation practices and dispute resolution processes. 


McKinney-Vento Eligibility Determinations: Understanding Substandard Housing (May 2026)


This webinar recording helps viewers to strengthen their understanding of substandard living situations and apply the definition of homeless under Subtitle VII-B of the McKinney-Vento Act to make eligibility determinations for children and youth who may be residing in substandard conditions. Viewers learn strategic questioning techniques for eligibility determinations, navigate substandard housing scenarios, and receive guidance on documentation and dispute resolution. 


Students Experiencing Homelessness: Transitioning to Higher Education (May 2026)


This on-demand training video walks viewers through the key provisions of the Higher Education Act and provides a picture of the higher education landscape for CYEH. The webinar provides viewers with information to support CYEH in transitions to higher education, including the FAFSA process, financial aid opportunities, and support for college entrance exams and application fees.
