Welcome to the NCHE Quarterly Resource Roundup—a curated collection of the latest resources in the field of homeless education. As the 2025-2026 school year continues, it's crucial to ensure that families, students, and educators have access to information about the educational rights of children and youth experiencing homelessness (CYEH). This issue starts by highlighting essential public awareness materials on NCHE's website to support identification, enrollment, and services for CYEH.

Brochure: Supporting the Education of Children and Youth Experiencing Homelessness  

This printable brochure explains the McKinney-Vento Homeless Assistance Act’s (McKinney-Vento Act’s) definition of homelessness and key educational rights guaranteed to CYEH under federal law. Primarily designed for parents, guardians, and caregivers to learn about educational rights and how to contact local liaisons for assistance, this resource is also valuable for state coordinators, local liaisons, and community partners to share publicly.  


Poster: Educational Rights Poster (For Parents) 

This downloadable and printable poster informs parents and caregivers about living situations that may qualify a student for services under the McKinney-Vento Act and explains the educational rights of CYEH. This resource can be printed and posted in schools and other public spaces. 


Poster: Educational Rights Poster (For Youth) 

This downloadable and printable poster informs school-age youth about living situations that may qualify a youth for services under the McKinney-Vento Act and explains the educational rights that youth are entitled to under federal law. This resource can be printed and posted in locations that youth frequent, including laundromats, community centers, and libraries. 


Poster: Support for Students Whose Families Have Lost Their Homes Due to Foreclosure  

The recently updated and printable poster explains the rights of students for families who have lost their homes due to foreclosure, including immediate enrollment, transportation, and access to programs and services under the McKinney-Vento Act. This resource can be printed and posted in locations that families visit, such as laundromats, grocery stores, community centers, schools, and libraries.  

 

New NCHE Resources  

 

Brief: Transporting Children and Youth Experiencing Homelessness  

NCHE recently updated its transportation brief covering McKinney-Vento Act requirements for CYEH. The brief explains transportation responsibilities, funding options (including McKinney-Vento subgrants, Title I, Part A funds, and LEA general funds), inter-district collaboration strategies, and guidance on transportation modes, cost-sharing between districts, and building community partnerships. Stay tuned for the release of NCHE’s complimentary resource, Rural Transportation for Children and Youth Experiencing Homelessness.  


Brief: Understanding and Navigating Federal Definitions of Homelessness  

This NCHE brief explores the different federal definitions of homelessness used by the U.S. Department of Education, the U.S. Department of Housing and Urban Development (HUD), and the U.S. Department of Health and Human Services (HHS), explaining eligibility criteria, age parameters, and authorized role groups for determining eligibility across programs. This brief can help local liaisons make appropriate referrals, navigate complex eligibility requirements, and collaborate effectively across systems. You can also view the companion on-demand webinar entitled “Understanding and Navigating Federal Definitions of Homelessness,” which walks viewers through key content from the brief. 


Tool: Homeless Education Data: Understanding and Leveraging Data for Greater Awareness 

This NCHE tool and accompanying webinar address the federal requirements for gathering and sharing reliable, valid, and comprehensive data on CYEH. The tool includes an editable Homeless Education Data Sheet that stakeholders can use to customize datasets at the national, state, or local levels, which are valuable for elevating awareness about the number of children and youth experiencing homelessness, academic outcomes for this student population, and their unique experiences.

Strengthening and Sustaining Your Homeless Education Program through School-Community Partnerships (June 2025) 

NCHE's webinar "Strengthening and Sustaining Your Homeless Education Program through School-Community Partnerships" provided strategies for building effective collaborations to support CYEH. We covered McKinney-Vento statutory requirements for cross-systems collaboration, promising practices from successful partnerships, and introduced the "Partnership Starter Pack" with five key steps for partnership building. Participants heard spotlight presentations from successful models at Sacramento County Office of Education (CA) and Orange County Public Schools (FL).  Access materials from the webinar, including a recording of the event, via the NCHE website. 


Supporting the Education of Unaccompanied Youth Experiencing Homelessness Webinar (July 2025) 

NCHE’s webinar "Supporting the Education of Unaccompanied Youth Experiencing Homelessness" provided training on McKinney-Vento requirements for unaccompanied youth experiencing homelessness (UYEH). The session covered the statutory definition of UYEH, educational challenges unique to UYEH, and statutory requirements for identification and support. This webinar complements NCHE's 2025 brief Supporting the Education of Unaccompanied Youth Experiencing Homelessness, which describes McKinney-Vento provisions specific to UYEH and offers strategies for supporting these students' academic success.  Access materials from the webinar, including a recording of the event, via the NCHE website. 


McKinney-Vento 101: Understanding and Implementing the Law (August 2025) 

NCHE's McKinney-Vento 101 webinar provided local liaisons and stakeholders with comprehensive back-to-basics strategies for supporting CYEH. The session covered the McKinney-Vento Act's purpose, the statutory definition of homeless, student rights, identification strategies, and immediate enrollment processes. 21st Century Community Learning Centers and McKinney-Vento Education Programs: Building Collaborative Connections (September 2025) 

The NCHE and the 21st Century Community Learning Centers (21st CCLC) National Technical Assistance Center (NTAC) co-hosted this webinar to explore how 21st CCLC and McKinney-Vento programs can collaborate to support CYEH. Participants heard success stories from state and local programs demonstrating effective cross-program partnerships and learned how 21st CCLC programs are uniquely positioned to support CYEH. Access materials from the webinar, including a recording of the event, via the NCHE website. In relation to this webinar, the 21st CCLC NTAC released a fact sheet to help state and local program leaders understand the shared priorities between 21st CCLC and EHCY programs and identify key partnership opportunities that can strengthen support systems for CYEH. 


EHCY Implementation: Beyond the Basics (September 2025) 

NCHE's advanced McKinney-Vento Act webinar equipped experienced liaisons and stakeholders with a deepened understanding of nuanced eligibility determinations. Participants also explored data-driven approaches for resource allocation, program planning, and stakeholder engagement. The webinar featured insights from Wisconsin Department of Public Instruction on leveraging data for monitoring and advocacy efforts. Access materials from the webinar, including a recording of the event, via the NCHE website.

NCHE has updated our Contact page to include the directory of state coordinators. The directory provides state coordinator contact information for each state educational agency (SEA) and includes a link to each SEA’s local liaison directory, offering streamlined access to state and local supports. Finally, this webpage also contains information on the NCHE Helpline.

NCHE has recently updated our webpage on Legal Resources to reflect the most current and relevant resources for educators, service providers, and other stakeholders supporting CYEH.
