NCLGS Summer Meeting Will Examine the Future of Horse Racing in Key Committee on Pari-Mutuel Session

SAN DIEGO, CA: With the Kentucky Derby coming up, national attention is turning once again to the Sport of Kings. The National Council of Legislators from Gaming States (NCLGS) will spotlight some of the most consequential policy debates in racing today during its Committee on Pari-Mutuel session, “The Road Ahead: Decoupling, HHR and HISA.” The NCLGS 2026 Summer Meeting will take place July 8-11 at the Hard Rock Hotel San Diego.

At the center of the discussion will be the ongoing implementation and impact of the Horseracing Integrity and Safety Authority (HISA), which continues to redefine national standards for safety, integrity, and enforcement across the industry. Panelists will explore how federal oversight intersects with state authority, and what that means for regulators, operators, and stakeholders moving forward.

The session will be chaired by West Virginia Senator Jason Barrett, who is the Secretary of NCLGS. Presenters include:
