NCLGS Winter Meeting Tackles NIL,

Player Harassment in College Athletics

SAN JUAN, Puerto Rico – The National Council of Legislators from Gaming States (NCLGS) will spotlight one of the most critical issues facing college athletics today during its upcoming Winter Meeting, to be held at the Fairmont El San Juan in Puerto Rico (December 10-13).


The General Session, titled “Saying Yes to NIL,” will convene top collegiate compliance experts from leading universities to examine the evolving landscape of Name, Image, and Likeness (NIL) rights. As NIL continues to reshape collegiate sports, the session will explore related issues including the rising online harassment of student-athletes and growing sports-betting integrity concerns.


This timely conversation will offer legislators, regulators, and industry stakeholders critical insights into how to protect student-athletes while ensuring the integrity of collegiate athletics, professional sports and regulated sports wagering.



NCLGS’ semiannual meetings bring together policymakers, industry leaders, and subject matter experts to address emerging trends at the intersection of gaming and public policy.

The session will be chaired by Oklahoma Rep. Steve Bashore. Presenters will include:
