NEW ORLEANS: A unique group of industry experts, regulators, and technologists will address how legislation and regulation impact the adoption of new technology at the National Council of Legislators from Gaming States (NCLGS) Winter Meeting.

The gaming industry is often a laggard when it comes to adopting and utilizing technologies that other industries have long implemented. This session will touch on how legislators and regulators in 2025 can offer simple, actionable, standards-based solutions to encourage new tech to be utilized within the industry.

The NCLGS Winter Meeting will be held December 12-15 at Caesars New Orleans.

The discussion will be led by Rep. Steve Bashore of Oklahoma. Panelists include:

  • Christopher Fleenor, Chief Technology & Gaming Officer, Ohio Casino Control Commission
  • J.T. Foley, Executive Director, Coalition for Fantasy Sports
  • Rasmus Kjaergaard, CEO, Mindway AI
  • Mark Pace, President, International Gaming Standards Association

The four-day NCLGS Winter Meeting will begin with two Master Classes led by the International Masters of Gaming Law (IMGL) on Thursday afternoon, followed by 12 sessions over the next three days that will be chaired by legislative leaders from across the country. Attendees will also enjoy receptions on Thursday and Friday nights (sponsored by GLI and IGT respectively), as well as late-night parties on Thursday (sponsored by Light & Wonder) and Friday (sponsored by FanDuel). We’ll be announcing our off-site event options for Saturday afternoon soon.

These events will provide attendees with the opportunity to mingle with industry insiders, state legislators, and regulators on an informal basis. NCLGS, founded more than a quarter-century ago, is the only organization of state lawmakers that meets on a regular basis to discuss issues related to gaming. NCLGS neither promotes nor opposes gaming but is focused on proper regulation and promoting best practices in the governance of this important industry.
