NCLGS to Explore Future of Brick-and-Mortar Casinos Amid Expanding Gaming Options at Winter Meeting

SAN JUAN, Puerto Rico – As the gaming industry continues to evolve through technological innovation and changing player behaviors, the National Council of Legislators from Gaming States (NCLGS) will convene a timely discussion at its 2025 Winter Meeting, taking place December 10-13 at the Fairmont El San Juan Hotel.


The NCLGS Committee on Casinos will present “Managing Brick-and-Mortar in a World of Expanding Options,” a session examining the future of traditional casino operations in an increasingly competitive marketplace. The panel will address how policymakers and operators can balance the growth of iGaming, charitable gaming, video gaming terminals, prediction markets, the illegal market and other emerging verticals with the ongoing vitality of brick-and-mortar casino operations.

This expert panel will be chaired by Senator Jason Barrett of West Virginia, who is the Secretary of NCLGS. Presenters will include:


  • Nikki Evans, General Counsel, Missouri Gaming Commission
  • Jose Carlos (JC) Figueroa, Caribbean Regional Manager, GLI
  • Howard Glaser, Global Head of Government Affairs and Legislative Counsel at Light & Wonder
