2023 APPROPRIATIONS BILL SHOWS SOME PROGRESS FOR SCHOOL INTEGRATION | |
The final version of the 2023 Consolidated Appropriations Act, signed by President Biden on December 29, includes several items of interest for NCSD members:
First, and unfortunately, the bill did not include targeted funding for the $100M “Fostering Diverse Schools” competitive grants program requested by President Biden. However, in its attached report, Congress again encouraged the Department of Education to set aside a portion of Title IV-A’s "technical assistance and capacity building" funds for school diversity efforts (see pg. 148), and at the same time increased the amount of funding allocated to this portion of ESSA. As the NCSD community knows, securing Fostering Diverse Schools funding has been our main advocacy priority this year. Our advocacy will continue in 2023!
Two additional items in the good news department:
- The Magnet Schools Assistance Program funding saw a $15 million increase from last year to $139 million for FY 2023 (see Magnet Schools of America press release).

The bill also removed language that prohibits the use of federal funds for school desegregation transportation costs (see pg. 440). NCSD and other advocates have spent years trying to eliminate these restrictions, and the latest act removes the last remnants of them.
NCSD is grateful to our members and Hill champions, including Senator Chris Murphy of Connecticut and Representative Bobby Scott of Virginia, for their support in our ongoing efforts to secure funding for state/local integration efforts.

Entitled "Segregation on the Sound: Healing Racial Injustice in Fairfield County through Real School Integration," Emma examines the history of school segregation and possibilities for coalition building in the region. Great work, Emma!

- Bridges Collaborative members attended an interactive workshop that explored The Century Foundation's new Segregation Data Dashboard. The data dashboard allows researchers and practitioners to quantify school segregation and its contributing factors to inform policy discussions and fuel engagement and action.

Washington, DC: On Friday, January 27, 2023, LTLT will host a live performance and panel discussion of Between the Lines, a student-led play created by Epic Theatre Ensemble's youth artist-researchers. The play, which was commissioned by NCSD and PRRAC, explores the connection between housing policy and segregation/inequity in schools. More information to come! | | | |
Updates:
- The first-ever METCO Showcase welcomed over 200 METCO families and newcomers to the Berkshire Partners Blue Hill Boys & Girls club to meet nearly all of the METCO participating districts and over 40 community organizations. The four-hour event featured performances from Lincoln’s STEP club, music, raffles for Red Sox tickets, gift cards, and more. Boston City Councilor Julia Mejia also joined.

The latest issue of PRRAC's Poverty & Race journal features reflections on Raj Chetty’s recent research on social capital from john powell, Mark Joseph, NCSD Research Advisory Panel member Linda Tropp, and members of Mobility Works and the Redress Movement.
- The issue also includes an abbreviated version of NCSD's forthcoming research brief on school accountability systems and segregation, authored by James Noonan and NCSD member Peter Piazza.

RESEARCH ADVISORY PANEL (RAP) UPDATES
- The new book, Our Children Can't Wait: The Urgency of Reinventing Education Policy in America, features a chapter by RAP member Erica Frankenberg and NCSD member Jenn Ayscue entitled, "Promoting Equity and Justice through Integrated Schools and Communities." The book includes contributing authors from 17 organizations and universities and presents a new, evidence-based blueprint for addressing persistent gaps in educational opportunity through interrelated social policies.

Barbara Johns: The US' forgotten civil rights hero (BBC, December 12) - "The US Capitol building in Washington DC will soon install a statue of Johns to represent her home state of Virginia. She will replace Robert E Lee, the Civil War commander of the Confederacy. More than 70 years after the teenager moved a nation to end school segregation, her statue will replace Civil War Confederate commander Robert E Lee's inside the US Capitol."

Family that paved way for desegregation of U.S. schools honored with park in Westminster (KABC, December 4) - "Before there was Brown v. Board of Education, there was Mendez v. Westminster. The federal case involving an Orange County family helped pave the way for desegregation of schools in California and the United States. Seventy five years later, the family behind the legal battle was honored with a park. That belated 'thank you' is coming in the form of the Mendez Tribute Monument Park in Westminster."
