Updated Economic Profiles
|
The NCWRPC recently updated economic profiles for each of the ten counties within the Region and for the Region as a whole. The updated economic profiles provide a snapshot of current economic trends and opportunities for economic growth. Each economic profile includes a map of business park locations, available business park acreage within the county, as well as contacts for various economic development agencies and programs.

Coming Soon: DOR Innovation Grants
|
2023 Wisconsin Act 12 established a grant program to encourage local government efficiency and savings through intergovernmental cooperation.
Counties and municipalities that can show at least 10% savings within 3 years by contracting for or transferring services to another entity may be awarded up to 25% of the prior year's cost for that service. Public, safety, fire, and EMS services are prioritized, but eligible services also include courts, jails, training, communications, information technology, administration, public works, economic development, tourism, public health, housing, planning, zoning, parks, and recreation.
The Department of Revenue program has a budget of $300 million and is set to begin on July 1, 2024. While application materials have not yet been released, municipalities are encouraged to begin discussing options to pursue this opportunity. For questions, please contact lgs@wisconsin.gov.

Flexible Facilities Program
|
The State of Wisconsin Department of Administration (WI DOA) has been awarded $107 million for the Flexible Facilities Program to provide grants to units of general local government (UGLGs) and tribal governments for the purpose of carrying out critical capital projects directly enabling work, education, and health monitoring. Funding is available for the construction of new or renovation or expansion of existing community facilities that will offer reliable, affordable high-speed internet and other digital connectivity technology that will directly enable work, education, and healthcare monitoring, including remote options. The program encourages focusing on economically distressed areas, supporting community empowerment, and adopting strong labor practices.
Eligible Projects include: The construction, renovation or expansion of community facilities and purchase and installation of affordable broadband infrastructure and other digital connectivity technology that will directly provide work, education, and health monitoring. Libraries, senior citizen centers, youth centers, and general community centers are examples of eligible facilities. General construction or improvement of traditional schools is ineligible under this program.
The WI DOA's Division of Energy, Housing and Community Resources (DEHCR) is administering this grant program. Applications for the Flexible Facilities Grant program are due in April 2024. The maximum award amount per project is $4,250,000.

Rural Innovation Stronger Economy Grant Program
|
|
USDA's Rural Innovation Stronger Economy (RISE) Grant Program offers grant assistance to create and augment high-wage jobs, accelerate the formation of new businesses, support industry clusters and maximize the use of local productive assets in eligible low-income rural areas.
The RISE Grant Program meets a recognized need for federal support of jobs accelerator partnerships for the promotion of private investment in regional economies. The flexible use of funds by RISE grant recipients allows a region to leverage their community assets by assisting new and existing industry, establish and operate innovation centers for job development and training, including through the use of new or improved broadband service by jobs accelerators. The RISE program will improve the ability of rural communities to create high-wage jobs, accelerate the formation of rural businesses, and strengthen regional economies.
RISE grant funds can be used to:
- Build or support a business incubator facility
- Provide worker training to assist in the creation of new jobs
- Train the existing workforce with skills for higher-paying jobs
- Develop a base of skilled workers and improve their opportunities to obtain high-wage jobs in new or existing local industries
Grant amounts are awarded competitively with a minimum award of $500,000 and a maximum award of $2 million. The application deadline for the RISE Grants program is April 1, 2024.

CDBG - Public Facilities and Planning Grants
|
|
Applications for the State of Wisconsin Community Development Block Grant (CDBG) Program for public facilities will be available within the next week.
The CDBG Public Facilities (PF) grant helps support infrastructure and facility projects for communities. Examples of eligible projects include improvements, repairs, or expansions of streets, drainage systems, water and sewer systems, sidewalks, and community centers. Grants are limited to projects that, if implemented, meet a CDBG National Objective. The CDBGPF application is due 5/16/2024. The CDBG Planning (PLNG) grant funds support community efforts to address improving community opportunities and vitality. Examples of eligible projects include the development of comprehensive plans, community development plans, and small area and neighborhood plans. Grants are limited to projects that, if implemented, meet a CDBG National Objective. Applications are accepted year-round. Wisconsin Electric Vehicle Infrastructure Program
|
|
WisDOT recently issued its fillable proposal packet for applicants interested in the Wisconsin Electric Vehicle Infrastructure (WEVI) Program. The packet contains the necessary materials and instructions for submitting a complete WEVI application. It can be accessed here. To fully utilize the fillable features of this proposal packet, please download the document and open it in Adobe Acrobat Pro.
Completed applications should be sent to wevirfpsubmission@dot.wi.gov by April 1, 2024, at 5 p.m. Central Standard Time. Applications received after this date will not be considered. Please note the naming conventions required for submittal on page 2 of the proposal packet.
WisDOT also released an ArcGIS interactive mapping tool to assist proposers in applying. Please use this tool to help determine evaluation zones and priority site locations.
WisDOT is assembling a Frequently Asked Questions (FAQs) document in response to questions and comments received regarding the WEVI Program Request for Proposals (RFP). The first FAQ document will be posted in early February 2024 on the WisDOT Electrification webpage following the close of the first comment period on January 29, 2024. WisDOT is also hosting an informational webinar about the RFP process on Wednesday, February 7th at 1 p.m. (CST) which can be accessed here.

UW-Extension recently released a broadband update which includes updates and announcements regarding a recorded webinar, BEAD Challenge timeline updates, and other workshops and webinars currently still in the planning stages. UW-Extension

The NCWRPC continues its partnership with the Wisconsin Economic Development Corporation (WEDC) to provide economic development analysis data throughout the Region. A comprehensive economic modeling program, called Analyst, developed by Economic Modeling Specialists International (EMSI) is a tool that provides industry/ occupation data, impact assessments, and economic base analysis information.
Detailed quarterly summary economic reports have been prepared for each county. Those are available on our website. Requests for additional data can also be made on the website.
