Regional Comp Plan Update

Over the past year, NCWRPC has been working with commissioners and other committee members to draft the 2025 Regional Comprehensive Plan, which identifies issues facing the region and goals to address them. It also provides a framework for developing local comprehensive plans. The plan’s progress can be viewed below. An online survey will be distributed Spring 2025 that will allow local elected officials, regional organizations, residents, and others to weigh in on which issues and goals are the highest priority.

WDOA Releases Population Projections

In January 2025, the Wisconsin Department of Administration (WDOA) released it's first set of statewide population projections since 2013, with projections based on 2020 U.S. Census data. The projections are primarily based on age cohorts, and the results show a statewide population decline of 200,000 people between 2020 and 2050. This is driven by a large proportion of baby boomers and a decrease in fertility rates and household size over time. Projections reflect past trends and do not account for large shifts in migration or inbound moves due to factors like cost of living, natural disasters, changes in the economy, etc. as these are too difficult to predict.


Key findings for the NCWRPC Region include:


  • Half of the Region’s counties decreased in population between 2010 and 2020 (Adams, Forest, Langlade, Lincoln, and Wood Counties)


  • Nine out of the ten counties are projected to decline in population by 2030, with Vilas County experiencing only 1 percent growth.


  • All ten counties’ populations are projected to decline from 2030 to 2050


The table below shows the official WDOA population projections for the NCWRPC Region. The projections show that the NCWRPC Region is projected to experience a 13.1 percent decrease in population by 2050, a projected loss of 58,846 people.

These are considered the State's official projections which we frequently incorporate in comprehensive plans and other projects. But they are only an estimate, and building on the success of the Region's high quality of life and reasonable cost of living strategies can be put in place to attract new residents to offset these projections in the future.

Road Rating 2025 Preview

It is time once again for local governments in Wisconsin to submit surface condition ratings for all local roads under their jurisdiction. State statute 86.302(2) requires that the ratings be submitted to the Wisconsin Department of Transportation every two years.


In 2023, the NCWRPC submitted the mandated condition ratings for 45 communities, including 2 counties, 2 cities, 3 villages and 38 towns. In total, over 2,300 miles of road were driven by Commission Staff. The next round of submissions will be due to WisDOT by December 15, 2025.


Commission Staff will be providing a variety of services to local units of government within the Region to meet their needs for pavement rating and submitting to WisDOT. The NCWRPC will continue to offer most of these services free-of-charge to member communities. Comprehensive Economic Development Strategy (CEDS) Annual Performance Report Completed

The NCWRPC recently completed the 2025 Annual Performance Report for our CEDS. That strategy is prepared as part of our role as the Region’s designated Economic Development District by the U.S. Department of Commerce, Economic Development Administration (EDA). A complete CEDS is prepared every five years, while an Annual Performance Report is prepared during off years. The CEDS are posted on our website.


Since our designation, the NCWRPC has successfully secured over $33 million dollars from EDA for projects in our Region to spur economic development. Some recent projects in our Region include the creation of a workforce development center for Mid-State Technical College at their Adams County campus, the purchase of composting and recycling testing equipment for UWSP in Stevens Point, the construction of a new molding plant in Lac du Flambeau, funding to support sawmill and forest products workforce development for Northcentral Technical College at their campus in Antigo, and funding to support the development of Mid-State Technical College's AMETA Center in Stevens Point.


NOTE: NCWRPC will begin the process to update the CEDS in 2025, with adoption anticipated to occur in 2026. The CEDS provides a detailed assessment of economic development conditions in the EDD, identifies a Regional Economic Development Strategy, which includes goals and objectives. The CEDS also includes a list of critical regional investment projects. This then provides the foundation for the NCWRPC economic development work plan.

Knowles-Nelson Stewardship Local Assistance Grants

The DNR recently announced the upcoming application deadline for the Knowles-Nelson Stewardship Local Assistance Grant, Land and Water Conservation Fund (LWCF) and Federal Recreational Trails Programs (RTP). The combined grant application for 2025-2026 funding is due by Thursday, May 1, 2025. The DNR will consider all complete applications received by this date. 


Common projects funded through these grant programs include:


  • Land acquisition for parks & trails, including riverfront property
  • Construction of hiking trails and bike paths
  • Construction of canoe/kayak launches, including those that provide universal accessibility
  • Construction of riverfront park amenities
  • Construction of park shelters and restroom facilities


Although these are the most common type of Stewardship LUG grant projects, the department welcomes innovative projects that utilize Stewardship funds.

Is it Time to Update Your Comprehensive Plan?

Every ten years your comprehensive plan needs to be updated. So every plan completed in 2014 or earlier is due for an update. An update can range from a total rewrite to a simple map amendment.


NCWRPC staff has substantial experience working with communities to develop and update comprehensive plans. Since 2000, we have completed over 100 comprehensive plans in our ten-county region. The NCWRPC website provides a variety of information and contains links to many of the plans that have been completed. Visit www.ncwrpc.org.

Grants.gov

Is your community in need of additional funding to support vital projects? One resource that communities should become familiar with is grants.gov. Grants.gov allows users to not only search for grant opportunities but is also used by many programs for their application process.


Grants.gov also contains a host of resources aimed at helping users learn more about grants such as grant policies, eligibility, reporting, and terminology that they might not already be familiar with.


NCWRPC is also available to help your community apply for grant funding. NCWRPC has extensive experience assisting communities with identifying the right grant programs for their needs, writing successful grant applications, and helping communities navigate the post-award and grant administration process.

EMSI Analyst Reports
The NCWRPC continues its partnership with the Wisconsin Economic Development Corporation (WEDC) to provide economic development analysis data throughout the Region. A comprehensive economic modeling program, called Analyst, developed by Economic Modeling Specialists International (EMSI) is a tool that provides industry/ occupation data, impact assessments, and economic base analysis information.

Detailed quarterly summary economic reports have been prepared for each county. Those are available on our website. Requests for additional data can also be made on the website.
