Thank you to the North Dakota Association of County Engineers for presenting UGPTI with the 2025 Friends of NDACE Award last week! The Friends of NDACE award is given to a company, organization or person that shows outstanding leadership, contributions and assistance to county government. UGPTI Director Denver Tolliver accepted the award on behalf of UGPTI from Allen Heiser, Stark County Road Superintendent and past president of NDACE.
The award recognizes the long-term work that has benefitted the local transportation system across the state. Efforts include state-wide county, township and tribal road and bridge investment needs studies; the Geographic Roadway Inventory Tool which is an easy-to-use asset management program developed for county road managers; the North Dakota Local Technical Assistance Program.

On-line Learning Opportunities Available
The Transportation Learning Network (TLN) is a division of the Upper Great Plains Transportation Institute (UGPTI) at North Dakota State University. TLN is governed by a committee representing each of the participating state DOTs and Center for Transformative Infrastructure Preservation and Sustainability (CTIPS)—formerly Mountain-Plains Consortium (MPC)—universities.
TLN was developed to serve the transportation interests of the region and complements the efforts of its various members. It provides access to information and expertise not readily available to transportation professionals in the region. TLN identifies, schedules, distributes and warehouses technology transfer for its members.

Road Safety Champion Program
The Road Safety Champion Program (RSCP) is a nationally-recognized "Roadway Safety 101" training series. It is made for staff in transportation, public health, and first responder agencies who have an interest in roadway safety but are not safety experts.
The RSCP includes seven core modules plus career-focused pathways. Once participant complete the seven core modules and on pathway, they are awarded a Road Safety Champion Program Certificate!
(Note: courses can be taken in any order and the certificate is not a degree or professional certification.)

This module is an introduction and overview of the Manual on Uniform Traffic Control Devices (MUTCD). The MUTCD defines the standards by which traffic signs, road surface markings, and signals are designed, installed, and used on all public streets, highways, bikeways, and private roads open to public traffic. This module will explain the need for uniformity of traffic control devices and traffic signals across locations.

Clear Roads has just published its tenth Annual Survey of State Winter Maintenance Data which compiles winter resources, material and cost data from 41 states for the 2023-2024 winter season. The spreadsheet includes all submitted data, as well as calculated statistics, winter severity index data, and a United States map that displays many of these metrics. The spreadsheet also includes data from the previous nine surveys (winters 2014-2015 through 2022-2023) and displays averages and changes across winter periods.
