Policy Proposals and Legislative Action
November continued the trend of a fall full of telehealth policy movement - with legislation put forth both regionally and nationally, there's a lot of potential expansion across the landscape!
Turning first to our regional view, many states across the region had active starts to their respective sessions, including movement on payment parity, modality considerations, and more; it's safe to say telehealth is at the
forefront
of State lawmakers minds.
Practice and Procedural Changes for 2020

CMS just released the 2020 final rule with changes to its virtual care codes. The new provision, officially titled “Communication Technology-Based Services,” introduces three new covered Telehealth Services. These changes were proposed as part of the 2020 Physician Fee Schedule earlier this year and continue CMS’ efforts to reduce administrative burden and cover more virtual care services in the Medicare program

The AMA is joining more than 100 other organizations in endorsing the bill, the Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) Health Act of 2019. The bill gives the Health and Human Services Secretary authority to waive telehealth restrictions, such as geographic restriction on eligible services to rural sites and disqualifying the home as an eligible patient site.

CMS just released the 2020 final rule with changes to remote patient monitoring (RPM) as part of the Physician Fee Schedule changes. One limitation is that RPM is not separately billable by FQHC and RHC health centers because they are already included in the RHC all-inclusive rate or FQHC Prospective Payment System payment, CMS explained.
