I want to share an important update regarding our BIASC leadership team. DeAndre Valencia has embarked on a new venture by starting his own public affairs firm, Monarch Solutions, focusing on government affairs and political consulting. Although we will miss DeAndre's dedication and service to our organization, we are excited about collaborating with him in his new role during the upcoming election.

 

In light of this transition, BIASC CEO Jeff Montejano and Chief Policy Officer Carlos Rodriguez will take over the staff leadership responsibilities for the LAV Chapter on an interim basis. Should you have any questions or concerns regarding ongoing advocacy or government affairs, please contact crodriguez@biasc.org. 

 

BIASC is also excited to announce that Tyler Bennett is serving as Director of Membership. Tyler brings a wealth of experience from his previous roles at Murow Development Consultants and Warmington Homes. Government Affairs Update

SCAG

 

Southern California Association of Governments (SCAG) reaches important milestone on Regional Transportation Plan


Last week, SCAG held a joint meeting of their policy committees to review the final draft of Connect SoCal 2024 and voted 111-0 to recommend support by the SCAG Regional Council (includes 80-plus cities across the BIASC service area) on April 4. BIASC has invested multiple years of time and energy on the Connect SoCal 2024 process and provided comments in support of the plan at the public hearing. Click here.


ConnectSoCal, is updated every four years, and has the potential for tremendous impact on our industry including the following:


  • The draft’s support of greater housing production, and hence affordability, with the assurance of local control to better assess local needs and concerns. The revised language regarding housing is critically needed so we can meet housing construction goals and help assure that more of our working population can receive the many benefits of home ownership.
  • The proposed expenditure of $750 billion in transportation-related capital projects and programs over the next 25 years.
  • The identification of $65 billion in projects to improve the region’s critical Goods Movement sector.
  • The building-out of the region’s express lane system by adding more than 850 new lane-miles, which will reduce traffic delays by 26%, improve air quality, and enhance quality of life.
  • The Plan’s economic analysis, which shows two dollars in economic benefits for every dollar invested – meaning that the Plan’s $750 billion dollar investment can be expected to yield $1.5 trillion in economic benefits to the region over the 25-year life of the Plan.
  • The generation of more than 480,000 annual new jobs over the 25-year horizon of the RTP/SCS, thanks to the Plan’s transportation investments and improved regional competitiveness.  


Los Angeles County Climate Action Plan


The County of Los Angeles has prepared a Draft Climate Action Plan (CAP) which stands to conflict with the Housing Element as approved by the County Board of Supervisors and certified by Housing and Community Development (HCD). The County has also proposed to amend its General Plan to compel implementation of this draft CAP, without regard to the County’s housing law obligations, prior housing project approvals, infrastructure plans, or its job-creation plans, all of which are necessary to maintain a jobs-housing balance. The CAP includes a “streamlining” checklist for projects that are entirely consistent with the nearly 200 measures included in the CAP, but many CAP measures are entirely infeasible and conflict with reality, law, or Board-approved plans and projects. The CAP is scheduled for a public hearing on April 16 (click here to see the comment letter).
