After the devastating wildfires that have challenged so many, this season reminds us that even in the face of adversity, we rise stronger, more connected, and with a renewed sense of purpose.

CA Department of Housing & Community Development Announcement:

 

Attention LA County Residents Affected by the Wildfires

 

The Deadline to Opt-In or Out of the Government-Run Debris Removal Program is now April 15, 2025


Impacted LA County residents have until April 15, 2025 to submit a Right of Entry (ROE) form to opt-in to the government-run debris removal program or opt-out.

 

The scope of the debris removal program is also expanding beyond only residential property owners to include condominiums and multi-family buildings that have at least ONE unit that is occupied by the owner.

 

Properties that are entirely owned by for-profit entities are not included in this expansion and are considered commercial properties. All other properties that do not fall under the expanded scope will be reviewed on a case-by-case basis under the following criteria:

·   An immediate threat to public health and safety due to debris.

·   Barriers to the commercial entity completing debris removal independently.

·   Insurance coverage and status of claim.

·   Economic impact of debris removal on the commercial entity and community.

 

If you have not opted into the Right of Entry program yet—now is the time. You can still change your mind and have the debris removed at your own expense but consider opting into the program to keep your options open.

LA County Measure G Taskforce Update

 

Measure G, approved by voters in November 2024, is designed to enhance ethics, representation, transparency, and accountability in Los Angeles County government. This comprehensive governance reform package aims to improve operations for the county’s 10 million residents.

 

The measure mandates a 13-member task force composed of experts in public sector ethics, municipal government, business, and community organizations.

 

BIASC, along with other business groups, actively recruited qualified applicants to ensure a strong pool of candidates for the County Board of Supervisors to select from.

 

The Taskforce will launch on May 30, 2025, and is set to conclude on December 3, 2028. Stay tuned for updates as the process unfolds.

Who Let the DAWG Out?

 

If you’re developing or building in the Antelope Valley, you need to know about DAWG! The Developer-Agency Working Group meets on the fourth Wednesday of every month at 1 p.m. at AVEK Headquarters, 6200 Avenue N, Palmdale.

 

Hosted by AV Edge, this gathering brings together representatives from Lancaster, Palmdale, four water districts, SoCal Gas, and Edison to streamline project coordination and expedite development in the Antelope Valley. All are welcome!

 

Meetings last one hour and can be attended in person or via phone. If interested, contact me at swilk@biasc.org.

Western Joshua Tree Conservation Plan Update

 

In February, the California Fish and Game Commission held a hearing to discuss the draft Western Joshua Tree Conservation Plan, enacted in July 2023. This initiative seeks to protect the species while balancing California’s renewable energy and housing goals.

 

The California Building Industry Association (CBIA) provided testimony at the half-day hearing alongside proponents and opponents of the plan.

 

Key upcoming milestones:

 

April 16-17, 2025: CDFW will present amendments to the draft plan, incorporating feedback from February’s hearing. Public input will be welcomed.

 

June 30, 2025: Deadline for the Commission to finalize and adopt the Conservation Plan, establishing regulations for protecting 9 million Western Joshua Trees while ensuring development interests are considered.

 

BIASC will keep members informed throughout the process.

Simi Valley Leadership Transition

 

Simi Valley Mayor Fred Thomas passed away peacefully in his sleep on January 21, 2025, surrounded by his family. First elected in November 2022, he had recently won re-election for a second term.

 

Before his tenure as Mayor, Thomas dedicated 20 years to the Boys & Girls Club Board, including four years as Board President. He also served in the Simi Valley Gang Task Force and Crime Prevention Task Force.

 

At the January 27th City Council meeting, Councilwoman Dee Dee Cavanaugh was appointed Mayor. Cavanaugh has served on the City Council since 2016 and was re-elected in 2020 and 2024.

 

In February, the Council appointed Joseph Ayala to fill Cavanaugh’s vacated District 1 seat. With over 30 years of leadership and public service experience, Ayala currently serves as Director of the Proposal Development Center at Teradata, focusing on global strategy, process optimization, and AI adoption.

In January, LAV Chapter President Nathan Keith was appointed to the Santa Clarita City Planning Commission by newly elected Councilwoman Patsy Ayala.
