State Strategies to Strengthen Local Community Responder Programs

When emergencies involve mental health, substance use, or homelessness, community responder programs reduce harm, hospital visits, and the burden on police. But these programs need sustainable funding, a skilled workforce, and supportive policies to survive and succeed.


This summer, we released a series of recommendations from our national Expanding First Response Commission, a group of 29 experts working to shape the conversation on community crisis response. The recommendations are included in actionable briefs that can help state leaders launch, strengthen, and sustain local community responder programs.

Our first-of-its-kind commission was launched in 2023 and brings together a unique mix of voices—first responders, state and local officials and policymakers, people with lived experience, researchers, and advocates.
