New SHOPO Contract

Thank you for your patience during this long arbitration process. The arbitration has concluded, and we finally have a contract. It’s a contract we can be proud of.


Over the course of the 4-year contract, SHOPO members will receive a pay increase of over 21% (21.75% is the SHOPO bargaining unit average). There are no takeaways in this contract.

We’re not seeing any benefits diminished, and management is not gaining any additional rights. The contract term is from July 1, 2021, through June 30, 2025.


The pay increases you will receive are a combination of ongoing pensionable base-wage increases, pensionable step increases, including retro pay for those who did not receive their step increases once our contract expired, and one-time non-pensionable bonuses.

 

Below is a brief summary of the details. We will provide a more extensive explanation of the contract at the member briefings we will hold, as well as follow-up communications.

Taken together, these ongoing pay raises will raise all SHOPO members’ pay by 15.76% once the increases are compounded. The zero in Year 1 is consistent with other bargaining groups in the state.

One-Time, Lump-Sum Bonus

Every member will receive a one-time, non-pensionable lump-sum bonus between $1800 to $2,000, depending on what step you are on in the Salary Schedule. For a PO7 Step C, this bonus equates to a 2.16% raise. The bonus will be paid during the pay period following July 1, 2024.

Step Restoration & Back Pay

Many SHOPO members may be unaware that with every SHOPO contract, we must negotiate over our step increase schedule. Unlike our counterparts on the mainland, these are not guaranteed raises. This is why those who were due a step increase since July 1, 2021, did not receive it.


During the course of this contract, every SHOPO member will receive at least one step increase.


We are also pleased to report that not only were we successful in reinstating the step increase schedule, we negotiated successfully for members who did not receive their step increases to receive their increase retroactively. Each pensionable step increase is worth approximately 4% of your pay and is ongoing.

There are a lot of details here to digest. We will be conducting contract briefings for SHOPO members in all four counties over the next two weeks. We will notify you of the schedule soon by email.

 

The SHOPO State Board feels that we got a favorable ruling from the arbitrator that will put over 21% of pay into your pockets before the contract is done, and it also ensured SHOPO members suffered no takeaways.
