Redwood City Welcomes Michelle Poché Flaherty as
New Assistant City Manager/ Administrative Services Director
With over 30 years of government experience,
Flaherty is known as a versatile, seasoned and highly-regarded professional
Redwood City, Calif. -- City Manager Melissa Stevenson Diaz announced today that Michelle Poché Flaherty will be joining Redwood City to serve as Assistant City Manager/Administrative Services Director, beginning with the City on May 26. Flaherty will lead Finance, Human Resources, Information Technology, and Revenue Services functions.
"I am thrilled to have Michelle join our team. She will provide essential leadership to our internal support functions and deepen our focus on effective and innovative service delivery," said Stevenson Diaz. "Knowing our community needs and City resources are evolving in light of the COVID-19 pandemic, her experience in leading strategic decision-making and inspiring process improvement will help us to reimagine City services while remaining grounded in sound financial practices."
Flaherty has held various senior executive level positions and has deep expertise at the city, county and federal levels of government. She has managed government budgets and personnel matters for over twenty years, and dedicated a decade of her career to organizational development and performance management. She is also a certified executive coach, and a published editor and author of the International City Management Association's textbook on supervisory skills for high performing teams entitled Effective Supervisory Practices, for which she presents an annual webinar series. Additionally, she has routinely presented International City Management Association (ICMA) University workshops on leadership for over 10 years.

A native of the Bay Area, she has served as the Deputy City Manager for the City of Palo Alto since 2017, focused on internal service departments and supporting City Council in public policy and City administration with service operations.
Flaherty holds a bachelor's degree in English from the University of California, Santa Barbara, a master of public administration from Penn State and is an alum of the Senior Executives in State and Local Government Program at Harvard's Kennedy School of Government.
