2023 Powerful Facility Energy Conference

Puget Sound Energy, Seattle City Light, Snohomish County PUD and the International Facility Management Association/Seattle Chapter will host the Powerful Facility Energy Conference 2023 (PFEC 2023) for commercial building owners and managers, building operations and engineering staff, architects, and engineers. Breakout sessions will feature speakers and panel discussions on practical energy solutions and strategies to improve energy performance and operational cost savings.

Secretary
Lisa Welcome is a Maintenance Specialist at Cochran Inc. She takes a proactive approach to building safety through finding solutions for preventive maintenance on electrical distribution systems. She is passionate about safety and works with teams to ensure they understand the ‘why’ behind maintenance and electrical safety. Lisa is from Chicago but has been in the PNW for almost 10 years and loves it. Aside from being a semi-professional wine taster; she enjoys gardening, hiking, yoga, running and reading. Lisa really loves any activity that can be done outside, especially when its sunny. Her all-time favorite activity is spending time with her adorable and silly 2 year old son.
Smart Buildings Center (SBC) Offers Help Desk Assistance for Clean Buildings Performance Standards 
The Smart Buildings Center offers a technical assistance helpdesk to support facility personnel responsible for their building's compliance with the Washington State Clean Buildings Performance Standard. The utility-sponsored helpdesk offers coaching during office hours via phone, virtual meetings, and email.

Understand Your Building’s Path to Carbon Neutral
Buildings are one of the largest and fastest growing sources of climate pollution in Seattle, responsible for more than one-third of our greenhouse gas emissions. To help building owners get started, OSE has developed new case studies, most of which include cost estimates. Explore the case studies and learn more here.

Enhanced Energy and Emissions Reports Now Available for 2020 Benchmarking Data
2020 data is now available online at Seattle Energy Benchmarking Map where users can explore building energy performance data and custom reports for Seattle’s 3,600 largest commercial and multifamily properties.

New or improved building report features include:

  • Summary Comparison – A summary of how a building’s energy and emissions performance compared to similar buildings for the year.
  • WA Clean Buildings – For commercial buildings over 50,000 square feet, an estimate of the building’s target EUI for Washington state's Clean Building Performance Standard using recent benchmarking data.
  • Climate Pollution from Energy Use – An update of where a building’s emissions come from and how to start moving towards a path to carbon neutral.

Benchmarking Enforcement Grace Periods for 2021 Reports Extended

A full year of accurate 2021 performance data was due to the City of Seattle by July 1, 2022, to be considered compliant. The Office of Sustainability and Environment (OSE) Director extended the enforcement grace period an additional 90 days to allow more time for PSE customers missing natural gas to adapt to the new EnergyCAP® system. Building owners now have until January 2, 2023, to submit 2021 annual benchmark reports.
PSE Transitioned to EnergyCAP® Software for Automated Data Exchange Services

Puget Sound Energy (PSE) has transitioned existing customer accounts from its MyData platform to EnergyCAP®, a no-cost, comprehensive software tool. To learn more about the new tool, access training resources, and FAQs visit www.pse.com/energycap
Building Tune-Ups
Cohort 4 Buildings Reach 80% Compliance

Congratulations to the owners and Tune-Up Specialists representing Cohort 4 buildings (50,000 – 69,999 SF) for meeting the Tune-Up requirement by the April 1 deadline enforcement deadline. About 90% have completed a Tune-Up and implemented required corrective actions, achieved alternative compliance through demonstrating high performance (80%) - or have a one-year extension in place (11%). In May, 29 Notice of Violations were issued to building owners of non-compliant Cohort 4 buildings. Most owners are actively working to complete their tune-up and anticipate achieving compliance before the deadline of October 1, 2022.

Second Compliance Cycle

The second cycle of compliance for Tune-Ups starts in 2023. Buildings in the first cohort (over 200,000 sf of nonresidential space) should be planning for action now.

When will claim codes be ready in the compliance portal?

Claim codes are ready now – if you’d like to get started, please email us at BuildingTuneUps@seattle.gov and ask for you claim code. Claim letters will be sent to building owners this summer.

How does COVID impact alternative compliance?

Many alternative compliance pathways do not allow changes in occupancy to account for low EUIs, EUI reductions, or high ENERGY STAR scores. If you’re planning to apply for alternative compliance for the second cycle and aren’t sure if you qualify, reach out to our help desk for a consultation.
