Updated and Corrected NGBS Green Policies |
Multifamily buildings claiming the air leakage exception policy was incorrect in the December version of the 2015 Verifier Resource Guidance (VRG). The latest (Jan) version corrects this. Please ensure your Verifiers are using the latest (corrected) version. If you have a community of buildings in-process for 2015 NGBS certification and some have been certified with the MF air leakage exemption, contact us asap.
New Administrative Appeals (AA) Process goes into effect on February 1, 2024. Generally, Verifiers are asked not to share the VRG, in whole or in part, but this is the exception. Please take a moment to review the new AA Policy and the corresponding Mandatory Practices for Administration Appeals. Don't hesitate to discuss with your Verifier or Contact Us for more information.
AXIS Updates. Our AXIS development list is now super-short which we interpret to mean that we have implemented much of the most important functionality requested. In 2024 the NGBS Green and AXIS Teams will be focusing on data extraction and dashboards. Below is the list of latest implementations:
- Company hierarchy implementation
- Moved "Sampling" registration question to building level
- Certificate customization
- Invoice emails include invoice as attachment + implemented reminders for unpaid invoices (60/90/120 days, etc.)
- Added HUD GRRP program in registration, metrics, PSR, etc.
- 2-over-2 MF support
- NEW Admin Appeals Process/Fees; '3 Strikes You're Out' for Admin Appeals

HUD Publishes Notice for GRRP Supplement |
HUD's Office of Multifamily Housing Programs published a Housing Notice titled Green and Resilient Retrofit Program (GRRP) Supplemental – Notice A to add flexibility in both grant and supplemental loan funds, as well as other administrative changes, that will enhance owners’ and developers’ ability to leverage GRRP funds for energy efficiency and climate resilience upgrades and rehabilitation projects. The changes made through this Notice apply to current owners who have received a GRRP award and to property owners selected in upcoming application periods in the following respects:
- Disbursement of GRRP funds;
- Surplus cash loan terms;
- Renewable energy credits;
- Davis-bacon wages and project labor agreements; and
- Additional revisions that clarify discrepancies in the original notice.

The federal Low Income Housing Tax Credit (LIHTC) program requires each state agency that allocates tax credits, generally called a housing finance agency, to have a Qualified Allocation Plan (QAP). The QAP sets out the state's eligibility priorities and criteria for awarding federal tax credits to housing properties. | |

NGBS Green Certified Products earn a certificate that identifies the specific NGBS section(s) where points for the product are available.
