Federal Accountability

Accountability as Required under the Every Student Succeeds Act (ESSA)

Federal Accountability in Fall 2023

Per the Addendum to the State Plan approved by the U.S. Department of Education (USED) on July 2022, NHED will implement a consecutive school identification cycle in Fall 2023 to designate CSI, ATSI and TSI schools. Refer to this document for more information on the previously approved changes.


IMPORTANT: NHED is currently awaiting the USED approval on its proposed changes to the State Plan. If approved by USED, NHED will identify CSI and ATSI schools based on three-year average values for certain indicators starting Fall 2023. More information will be released once NHED hears back from USED.

1-Minute Accountability Series

NHED has released a Canvas course on federal accountability for districts and schools as well as the public-facing 1-Minute Accountability Series, a compilation of approximately 1-minute-long videos explaining FAQs on federal accountability.

  • Features the Accountability 101 training, various fact sheets, 1-Minute Accountability Series, and additional videos on accessing internal data reports
  • Please enroll in the course using your work email address only

1-Minute Accountability Series for the General Public

  • Features 12 videos on key accountability concepts including indicators, 95% rule, etc.
  • Please feel free to share this link with your community members to help them better understand federal accountability in NH

State Accountability

Accountability as Required by New Hampshire Laws and Policies

SB 420 Accountability Plans Repealed

Applicable to Traditional Districts Only

Effective July 1, 2023, the Accountability Plan is no longer required to receive the SB 420 Extraordinary Need Grant. While Districts may continue using their previously submitted accountability plans, there is no state requirement at this time to complete or monitor the Extraordinary Need Grant Accountability Plan. As such, Districts are no longer required to submit the SB420 Progress Monitoring form that was previously due September 2023.

A New IBAS Form Expected to be Released in SY23-24


Per NH state law, NHED implements the Input-Based Accountability System (IBAS). Under this system, a school is required to demonstrate that it provides the opportunity for an adequate education for the school approval standards under RSA 193-E:3-b and submit a narrative explanation detailing how it has complied with each of the standards.


A new IBAS form is expected to be released to all schools in Summer or early Fall of 2023. More information including the submission deadline will be released soon.
