Legislative Update
NHMA looks forward to working with the new Administration. Despite the insurrection of President Trump followers of the US Capitol, Congress accepted the electoral votes of the States which officially moved forward on plans for the Inauguration of President Elect Biden and Vice President Harris on January 20th.

On January 8th, NHMA President & CEO invited to the first Listening Session of the Secretary- Designate Xavier Becerra and the HHS Transition Team with key national healthcare leaders – American Hospital Association, Essential Hospital Association, Federation of American Hospitals Children’s Hospital Association, National Association of Community Clinics, American Public Health Association, AMA, AAP, AAFP, ANA, AAMC and NHMA.

The priority areas brought up include: hospitals and clinics needing resources, PPE, staffing and help with vaccine distribution starting with a Federal Plan; public health infrastructure needing resources and links to physicians in the community; healthcare professionals needing PPE, support for mental health and resilience. 

NHMA Suggestions not mentioned by others:
  1. Revisit Small Area Health Planning law from the 1970s – to bring stakeholders together in the COVID-19 emergency situation/vaccine distribution.
  2. Private doctors from Los Angeles and Orange County need access to infusion therapies for COVID-19 outside of hospitals to care for more patients earlier.
  3. Latino immigrants are especially fearful and already have trends of worse health status; thus we need changes to improve immigration issues – public charge, detention center healthcare, family separation, sanctuary cities and targeted messaging.
  4. Media needs to have the role models of Latino physicians and others – not just on Spanish TV, but mainstream media and major campaign focused on having messengers who look like our underserved minority communities – Black, Latino, Native American, Asian.

Congratulations to Congressman Raul Ruiz, MD for being appointed Chair, Congressional Hispanic Caucus for the 117th Congress from January 2021 to December 2022. We look forward to working with him.

In December, Congress passed a $900 billion COVID-19 relief and $1.4 trillion government funding package to support healthcare and public health infrastructure, corporate and small businesses and non-profit organizations, and more. The Biden Administration starts the planning for expanding COVID-19 vaccine distribution, public health and medical care resources, and media campaigns.

NHMA to participate in the National Academies of Science and Medicine workgroup to discuss the challenges and recommendations to scale-up the immunizations to Americans. NHMA has participated in more activities -webinars hosted by NIH COVID-19 Partnership Network, with the new National Ad Council Campaign with COVID Collaborative and others, and the National Academies of Science and Medicine public comments and working group meetings on Vaccine Distribution.
NHMA COVID-19 Education and Advocacy
NHMA Education and Advocacy for COVID-19 started in March 2020 and will continue. We welcome your recommended articles and reports for our HispanicHealth.info portal and speakers for our monthly Virtual Briefings to start again in January 2021 and photos getting COVID-19 vaccines. G.E.R.M. Program is Now Accepting Applications for Medical Student Research Grants

The IDSA Foundation and HIVMA’s G.E.R.M (Grants for Emerging Researchers/Clinicians Mentorship) Program is accepting applications for the 2021-2022 cycle. The program provides grants to medical students to support a mentored clinical learning and/or research project for up to a year, on infectious diseases and HIV related topics under the mentorship of an IDSA or HIVMA member. Applicants must be medical students (first, second or third year) from an accredited allopathic or osteopathic medical school in the United States. Application information is available from the IDSA Foundation websiteAwardees receive a $4,000 stipend to complete their project. The deadline to apply is Feb. 5, 2021. To learn tips for writing a successful research project proposal, please view the recording of the GERM Program Proposal Writing Workshop held on Dec. 15, 2020.  Please email HIVMA staff with questions.
HIV Clinical Fellowship Awards – Apply by Jan. 19, 2021
HIVMA and the IDSA Foundation are accepting applications for the 2021 HIV Clinical Fellowship Program. For the first time, the program is supporting one year of HIV clinical training for full or half-time effort awards to allow greater flexibility for physicians to train in community-based settings. The award supports a stipend of $33,000 for half-time training or $65,000 for full-time, plus funding to cover fringe benefits. Up to an additional $10,000 is available to support educational opportunities or to offset training site administrative costs. Physicians whose communities are underrepresented in medicine or who interested in working in the Southeastern United States are strongly encouraged to apply. Program and application requirements are on the HIVMA website, including recommended competencies for fellowship training. The deadline to apply is Jan. 19, 2021. Contact HIVMA to learn more. 
Medical Society of the State of New York are encouraging volunteers to provide COVID-19 immunizations: Physicians, Residents, Medical Students and Retired Physicians. The first step in this process is by signing up for ServNY.

Established after 9/11, ServNY is a volunteer management system, administered by the NY State Department of Health's Office of Health Emergency Preparedness (OHEP), that is a Web-based registry of individuals who make themselves available to assist on behalf of New York State during an emergency. Registering is important, as credentials are verified upon registration and periodically thereafter. 

When volunteers are needed, ServNY will automatically notify potential volunteers via phone or e-mail with the information necessary for a volunteer to determine if they are ready and available for the assignment. Physicians would most likely be contacted by their local Department of Health, the regional hospital hub or by the county's Medical Reserve Corp. Activation through this system ensure that there are liability protections for physicians and other health care providers.
