Paycheck Protection Program Flexibility Act Becomes Law
The Paycheck Protection Program Flexibility Act was signed into law last Friday, and several Senators are already planning to address what they say are drafting errors that could create unintended consequences. Senator Marco Rubio argues that the bill's language makes the 60% requirement a "cliff" in which businesses would lose partial loan forgiveness if they spent a substantial amount on payroll but fell short of the threshold. The Small Business Administration and Treasury Department have not said publicly how they will interpret the language. Senator Rubio said the administration made a commitment to addressing the bill's "inadvertent technical errors" but he added that Congress would need to pass a fix if the agencies do not get it done.

Executive Order Addresses Jobs Recovery
Last week, President Trump signed an executive order that directed the departments of Interior, Agriculture, Defense, and Army Corps of Engineers to expedite permitting processes for major infrastructure projects. The White House hopes that the executive order will help the nation recover job losses from the pandemic. May Jobs Report
Total nonfarm payroll employment rose by 2.5 million in May, and the unemployment rate declined to 13.3%, the U.S. Bureau of Labor Statistics reported. These improvements in the labor market reflected a limited resumption of economic activity that had been curtailed in March and April due to the COVID-19 pandemic and efforts to contain it. In May, employment rose sharply in leisure and hospitality, construction, education and health services, and retail trade. Click here to read the report.
