Darcy Hirsh Represents NJHSA at JCPA Conference
Washington Representative Darcy Hirsh recently represented NJHSA at the recent Jewish Council for Public Affairs Conference in Washington DC at a plenary discussion “Elevating Jewish Values on Poverty and Human Needs,” about what the community relations field can do to combat poverty in the Jewish community and beyond. The 2020 JCPA Conference was designed to:
- EDUCATE - Learn best practices, alliance-building strategies, & civic engagement tools.
- MOBILIZE - Network with policy makers & advocates in powerful plenaries & hands-on trainings.
- ADVOCATE - Vote on resolutions at the Delegates Assembly that will become policy for the community relations field.

Network Benefits & Compensation Survey
The Network's Human Resources Committee is conducting its annual Compensation and Benefits Survey. This confidential survey seeks to collect data on compensation and related benefits paid in 2019 for Network agency CEO, C-suite, as well as other commonly held professional positions in Network member agencies. The data gathered from this survey will be compiled into a comprehensive report which will be sent to those agencies which complete the survey. This survey is being conducted by an independent consultant, Dr. Pearl Beck. She sent an email from the address

Network Scope of Chaplaincy Programs
Neshama: The National Association of Jewish Chaplains (NAJC)
, one of The Network's newest member agencies, is trying to get a sense of the scope of chaplaincy programs being administered today by JFS agencies in our Network and the funding sources that are supporting those programs. If your agency administers a Chaplaincy program, can you please share some basic information to help us understand the presence of this service in our Network? Specifically, we are looking to learn the following:
- Position of Chaplain: Full Time or Part Time?
- # of Chaplains involved in providing services via the JFS?
- Funding sources: Any details on types of funding sources and levels of funding would be helpful (Federation/JFS resources/ fee for service arrangements with hospitals, prisons/Medicare reimbursement for Hospice Care services, etc.).
- Volunteers: Are volunteers involved in your program? If so, how?
- Services Provided: Are services provided to JFS clients only? To other community organizations, if so who and level of service provided.
Many thanks, in advance, for your insights and guidance. Ultimately, we are looking to provide specialized support and training resources for these professionals, in partnership with NAJC, and your input will help us in our planning efforts.

Ensuring Equal Treatment of Faith-Based Organizations
JFNA and NJHSA submitted comments to several federal agencies opposing proposed rules that would strip away religious freedom protections from clients, often vulnerable and marginalized, who use government-funded social services and would expand exemptions that allow faith-based organizations to discriminate against employees working in government-funded programs.

National Refugee Shabbat
On March 20-21, 2020, hundreds of synagogues and thousands of individuals across the United States will be raising their voices in support of refugees and asylum seekers during the second National Refugee Shabbat organized by HIAS. This special Shabbat has even gone international with communities in Canada, Europe, and around the world taking part! This year, HIAS is excited to offer a dozen ways for you to participate and take action this National Refugee Shabbat (and in the days before and after). There is something for everyone - from direct advocacy, to lighting Shabbat candles with a special reading, donating airline miles, buying refugee-produced goods, or starting a refugee-focused book club. There are important actions that all of us can take to add our voices to the incredible Jewish movement for refugees and asylum seekers.

Open Door Forums for Provider Updates
CMS sponsors regularly scheduled “Open Door Forums” providing an opportunity for live dialogue between CMS and the stakeholder community at large. These forums are intended for all stakeholders who interact with CMS or work with consumers who rely on services that CMS provides. They provide an opportunity for CMS to share current information about new initiatives and policies related to Medicare, Medicaid, CHIP and the Affordable Care Act, and allow participants to ask questions for further clarification. The ultimate goal of these Open Door Forums is to foster strong collaboration and communication between CMS and a diverse spectrum of stakeholders.

has released the fourth module of the
HCBS Business Acumen Center Toolkit
: “Disability Network Business Strategies: A Roadmap to Financial and Programmatic Sustainability for Community-Based Organizations.” This resource is a ‘how-to’ guide designed to help community-based organizations (CBOs) evaluate, plan, develop, implement, and monitor strategies to help build and sustain their organizations in various business climates.

Weyerhaeuser Family Foundation, Inc. – Children’s Initiative
The goal of the Children’s Initiative is to support direct service programs that promote resilience, stability, and pyscho-social health for youth ages 12 and above who have been traumatized by Adverse Childhood Experiences. In order to be considered, programs must meet all of the following requirements. 1) Directly serve youth who have been significantly traumatized by Adverse Childhood Experiences. Adverse Childhood Experiences include physical, sexual or emotional abuse, domestic violence, substance abuse or mental illness in the household, parental separation or divorce, incarceration of a household member, and physical or emotional neglect. 2) Offer age-appropriate therapeutic interventions, activities, or services that promote resilience, stability, and psycho-social health in traumatized youth. 3) Provide services that go beyond crisis intervention and the establishment of initial safety. Short-term shelter-based or crisis-oriented programs will not be funded.
