- The award is presented in memory of Sgt. Howard Card, formerly of the New Jersey State Police, who had full responsibility for the regulatory oversight of the propane gas industry.

2020 Howard Card Safety Award Recipient
Brian McGuire, M-TAC Trucking Compliance, LLC
Brian McGuire, recipient of the 2020 Howard Card Safety Award recently retired after more than 25 years as a NJ State Trooper. He spent the 9 years prior to retiring in the NJ State Police/Transportation Safety Bureau enforcing the Federal Regulations governing USDOT Commercial Vehicles. Brian conducted over 1,000 Safety Audits to ensure new carriers were educated and in compliance with FMSCA Regulations.
Following his retirement from the NJ State Police, Brian formed M-TAC Trucking Compliance LLC. He sought to fill the need that many carriers have for a point of contact for assistance in becoming and remaining in compliance with 49 CFR. Given his vast knowledge and experience he helps ensure that companies understand industry standards and improve compliance & safety management.
It is NJPGA’s pleasure to recognize Brian for ongoing commitment to transportation
safety and compliance with FMCSA Regulations.

Employee-of-the-Year Award Recipients for Service in 2019
Office Person of the Year -
Terri Burden, C Three Logistics
Terri Burden, NJPGA’s Office Person of the Year, has been working with Henry S. Papiano over the past 15 years for three separate companies. She’s been at C Three Logistics for over 4 years.
Terri is superior across the board. She has done everything from dispatch trucks to AP/AR and anything in between. The phone does not even have a chance to get to the second ring in the office with Terri answering the phone. She is always on time and always ready to lend a hand. Her attendance is perfect and she is always asking for additional responsibilities. During the pandemic, Terri loaded up all of her office supplies including her computer and printer and set up shop in her home. C Three Logistics was able to not skip a beat of production. Terri is very deserving of this award for many reasons, the number one reason is her overall positive attitude.
It is NJPGA’s pleasure to recognize Terri’s contributions to C Three Logistics and the propane industry in New Jersey.
Service Person of the Year -
Darrell Luke, Woodruff Energy
Darrell Luke, NJPGA’s Service Person of the Year, has been working with the LP GAS industry for over 20 years. With vast experience in the propane industry, Darrell always seeks and implements the safest solution to any difficult installation. He prides himself on doing everything to code and safely. Darrell also enjoys furthering his education and reads industry articles and watches training videos during his free time. He also volunteers to take any training courses that are available to him.
Darrell is very personable and goes into great detail with customers about safe propane practices during installations. Customers often call to thank Woodruff Energy after Darrell completes an installation because he leaves such a good impression.
Staci Rammel, who nominated Darrell, praises him as a multifaceted employee who not only excels as a propane technician, but also as a bobtail driver. He provides feedback and support to office staff and management, and plays an active role in the propane division as a whole.
It is NJPGA’s pleasure to recognize Darrell’s contributions to Woodruff Energy and the propane industry in New Jersey.
Transport Driver of the Year -
Dave Kozak of C Three Logistics
Dave Kozak, NJPGA’s Transport Driver of the Year, has a truly outstanding record of driving propane over a million accident-free miles over the past 40 years. In that time, he has never had a single DOT violation. In just the past year, Dave drove 170,000 accident- & incident- free miles for C Three Logistics. Dave maintains his vehicle and his personal appearance in an exemplary manner and demonstrates a superior level of public relations and courtesy.
Henry S. Papiano, who nominated Dave, praises him, pointing out that his reputation in the industry is so positive that several customers request him by name when they order their loads. On one occasion Dave was offloading at a customers’ site and they came outside to take pictures of his truck they were so impressed with it.
It is NJPGA’s pleasure to recognize Dave’s contributions to C Three Logistics and New Jersey’s propane industry.

Legislative Alert:
NPGA Scores Major Victories in Bipartisan Infrastructure Deal
The National Propane Gas Association (NPGA) commends the United States Senate on the negotiation and passage of H.R. 3684, the Infrastructure Investment and Jobs Act. This $1.2 trillion surface transportation reauthorization bill will inject much-needed funding into the nation’s critical infrastructure and includes significant funding opportunities for the propane industry.
Several provisions in the bill recognize the economic and environmental benefits of propane and promote the use of the fuel across multiple sectors. This bill provides NPGA members with access to new grant-funding programs for autogas refueling and vehicles, as well as propane-powered ferries. The package also includes a pilot program to address the nationwide driver shortage and other beneficial programs that are integral to the future of the propane industry.
Highlights of the Infrastructure Investment and Jobs Act
- Grants for Charging and Fueling Infrastructure

Access to $2.5 billion in grant funding for propane refueling infrastructure along the national highway system.
- Clean School Bus Program
-
Access to $2.5 billion in grant funding for propane school buses.
- Grants for Buses and Bus Facilities
-
Access to $1.6 billion in grant funding for propane low-emission transit vehicles.
- Apprenticeship Pilot Program
- Based on the DRIVE-Safe Act, this pilot program seeks to address the nationwide driver shortage by permitting drivers ages 18-21 to participate in interstate commerce.
This legislation also includes programs and funding to reduce emissions at port facilities; carbon reduction; workforce development, training, and education; grid resilience and microgrids; low-emitting ferries; ferry service in rural communities; and building codes that are not prohibitive to the propane industry.
These significant opportunities are a direct result of the advocacy efforts of NPGA’s legislative affairs team over the past three years to educate legislators on the importance of propane as a clean, abundant, domestic fuel. At the beginning of this year, the team planned and executed a comprehensive strategy to ensure propane is well-represented in the infrastructure negotiations led by the Biden Administration and a bipartisan group of Senators. This strategy included countless meetings with Republican and Democratic Members of the House and Senate. Most notably, this legislative victory was not possible without the engagement of association members and the targeted disbursement of political contributions from PropanePAC.
While the Senate’s 69-30 vote highlights the bipartisan support for this infrastructure package, the bill faces political hurdles before President Biden signs it into law. Despite a willingness by the President to approve the bill before the existing surface transportation authorization expires at the end of September, House Democratic Leadership has expressed a strong belief that the infrastructure package must be tied to the support for the $3.5 trillion budget reconciliation bill. This reconciliation legislation will serve as a vehicle for additional Democratic priorities in a number of policy areas, including climate change and electrification. Immediately after approving the infrastructure package, the Senate also passed the budget resolution on a party-line vote, which is the first step for consideration of a reconciliation package later this year.
In the coming months, NPGA will continue to advocate for the inclusion of propane industry policy priorities in a reconciliation package.
